1873. Tie Hoodlum Car exchanges are filled with complaint of wanton acta committed by Hoodlums, male and female. There is noibing sacred or prolan but suffers from their depredations. No remedy, of practical utility, bas yet been suggested. Labor schools, or a strict system of apprenticeship might meet the emergency.

At the meeting of the last Legislature we urged the passage of a strict appren- tice law, such a ope as would mutually bind master and apprentice, for Santa Cruz as a Place for Ship Building- LAFNCH OF THE CNDAVSTED." We are opposed to encouraging anything that smacks of selfishness in charitable pursuits, especially when the law provides ways and means otherwise. To explain recently a paper has been circulated, and large amounts subscribed for electioneering purposes. We are opposed to this, not cariug bow respectable and responsible the source.

It is a road, according to tbo coad, 1o use money for the baneful purposo of putting up any ticket, or corrupting the ranekeese. A paper bas been presented to us, for signature and subscriptions follows "This subscription is raised for the purpose of defraying the necessary expenses incurred by a few of our most influential citizens, who. have kindly taken upon themselves the sole responsibility of making the nominations tor County Officers, to be voted for at the September election. Tbey guarantee full satisfaction. Amount subscribed $4,312 50." Right here we enter our protest, and condemn the whole transaction.

The Legi lature, although they acted on nearly thousand tills (mostly special in their nature) never introduced a bill regulating apprentices. The result is no mechanic will be bothered with a boy who can ccmo and go at his pleasure without restraint. The eight-hour system and mechanics' leagues also oppose apprentices, or prevent their employment by first-class mechanics and artisans, operating heavily. The result is the whole state is full of worthless, idle boys. A few become clerks or hangers on to a toy store or peanut stand, until at adolescent manhood, whon they ad just a fresh quid, light a new cigar.

Sacramento is crowded to-day by a graceless set of young scamps, who tnrn our picnics into rowdy gatherings, and render disgraceful almost every public a flair of the kind that takes place. Time was wheu our picnics and moonlight excursions were deemed respectable affairs, Now, however, they only provoko the severest criti. cisms. It has come to such a pass, Indeed, that respectable people are afraid to embark on any excursion, tickets for which are offered publicly for sale.

Important to Claimants of Public Lands- The following "letter from II. O. Itollins and C. II.

Chamberlain, Register and Receiver of ihe United Stales Land Office, located at San Francisco, to Lawyer Adams of this place, furnishes some very desirable information 'concerning the lands about to bo restored for settlement, and which for years has been reserved for the Southern Pacific Railroad. Too much pains cannot now be taken to seen re the lands bonded to settlers by that Company. Their bond is now worthless, and the land is open to the usual pre-emption custom of securing them. IT. H.

Land Office, San Francisco, May 19, 1873. l'loase Inform the public that no action can be taken in relation to any lands affected by the recent decision of the Secretary of the Interior, adverse to the claim of the Southern Pacific Railroad, to certain lands withdrawn for the Western, at the date of the grant to the Southern, until the land shall be actually restored, which will doubtless be doue after publication of notice, designating the land to be restored and the date of restoration, as is 'usual in such cases.
