Always remembered and sadly missed by his wife Genevieve, daughters Norma, Gloria, Theresa and grandchildren and Bedia Farah. 1 i Diefenbaker querie sparks an oral brawl OTTAWA (CP) An oral brawl erupted in the Commons Friday after a question from John Diefenbaker addressed to Prime Minister Trudeau about sexual offenders in prison was answered by a parliamentary secretary. Speaker James Jerome didn't call a truce until former Prime Minister Diefenbaker had laid a formal complaint, attacked Mr.

Trudeau as contemptuous and arrogant, and in return was on the receiving end of a college-type lecture on parliamentary rules. Liberal House Leader Allan MacEachen, defending the prime minister, accused Mr. Diefenbaker of personal vendettas against parliamentary secretaries to cabinet ministers, and lectured him about procedures introduced in the Commons under the Conservative government 15 years ago. Pile of trash, Conservative House Leader Walter Baker said in his turn. Mr.

Diefenbaker (PC Prince Albert) threw the first stone after asking the prime minister whether he would consider placing sexual offenders in an institution separate from other criminals to remove them from the danger of lynch law or kangaroo courts." Solicitor-General Francis Fox was not in the Commons, so his parliamentary secretary, Art Lee, said he would pass the question. I resent this intrusion," Mr. Diefenbaker replied, complaining that Mr. Trudeau had brushed his question aside to a parliamentary secretary who has no authority to answer questions of policy. That's up to the prime minister, or a member of the cabinet, said Mr.

Diefenbaker. I have been here under three prime ministers and I have never witnessed a more degrading and contemptuous attitude than the one (the prime minister) showed here today, Mr. Diefenbaker fumed. When Mr. Diefenbaker raised the matter later as a question of privilege, Mr.

Trudeau left the Commons, sparking a Conservative huff of indignance. Explaining the prime minister had an appointment to keep, Mr. MacEachen charged Mr. Diefenbaker with personally attacking Mr. Trudeau.

In addition, Mr. MacEachen explained, in a style reviving the manner of the professor he used to be in Nova Scotia, that Conservatives insist on asking questions of the prime minister that should be directed to cabinet ministers or their secretaries. Mr. Diefenbaker has never understood that, not today and not when he was prime minister of Canada," Mr. MacEachen said.

"I believe it is an abuse of our system of ministerial responsibility to attempt to substitute the prime minister for every minister in the House and make him responsible for every particular item which ought to be the responsibility of particular ministers. Speaker Jerome ended the feud by assuring MPs their vigorous comments would not be lost, that he would consider finding a way to clarify the status of parliamentary secretaries. Later, MPs finished second-reading debate on a bill that will allow agricultural producer organizations to get government-guaranteed loans to pay farmers advance cash for crops which can be stored. The bill now goes to committee stage, where MPs will debage the finer points of the legislation and vote on it. clause by clause.

Canadair given new jet program OTTAWA (CP) Federally-owned Canadiar Ltd. of Montreal has been authorized to go ahead with a jetbuilding program that will create 3,000 new jobs and result in more than SI billion in exports, Industry Minister Jean Chretien said Friday. Mr. Chretien said in a statement issued by his office that Canadair has been authorized to exercise an option for the design and development of LearStar 600 business jets. The option with jet-designer William Lear was to have expered Monday.

Mr. Chretien said the LearStar program "will have an important impact on Canada's balance of payments. Market surveys indicate that Candiar can expect sales of between 250 and 300 aircraft in a five-to-seven-year period." Candair already has orders for 53 of the aircraft. Mr. Chretien said he expects production to start in April, 1977, and a prototype aircraft to br in the air by January, 1978.

Deliveries are expected to begin in the summer of 1979. Mr. Chretien said the LearStar program will create 1,500 new jobs at Canadair of Montreal and there will be an additional 1,500 jobs creat4d elsewhere in Canada. The company currently employees 1 ,800 persons. The industry department statement said Mr.

Chretien told Canadair workers in Montreal the government "has confidence in their discipline and their ability to produce." "High productivity is an essential aspect to the success of the undertaking and to the maintenance of jobs in Montreal." The aircraft will be powered by two Avco Lycoming ALE 502-D engines, which have been proven on the military market and now are becoming available for civil avation. The executive model of the LearStar 600 can travel up to 5,000 miles and the industry department statement said it "is proving most attractive, particularly to large international companies." Other models of the jet can carry up to 30 passengers or the equivalent in cargo. Gillespie says car firms swayed Ottawa on taxes OTTAWA (CP) Energy Minister Alastair Gillespie confirmed Friday that the government gave way to pressure from the car industry when it decided to suspend tax increases on heavy cars outlined in the May 25 budget. In a news release, Mr. Gillespie said the government decided to scrap the proposed increases while it examined the possibility" of introducing a similar tax based on fuel economy rather than weight.

He said it is hoped that fuel economy.studies "will result in the development of measures that will be more effective in ensuring that automobiles of greatly improved fuel economy are more widely available to Canadians." In its May 25 budget, the government pledged to boost taxes on heavy cars to "deter wasteful consumption of energy." Games dicey: Manley OTTAWA (CP) -Jamaican Prime Minister Michael Manley said Friday the fate of the 1978 Edmonton Commonwealth Games could be settled at next years Commonwealth heads of government meeting in London. He said the Commonwealth leaders could form some consensus that would allow African, Caribbean and Asian countries to participate in the Games rather than boycott But he added that at present the problem of a possible boycott is serious and the situation is dicey." Mr. Manley, a wartime RCAF pilot who trained in Edmonton, was answering questions at a news conference on the possibility of a non-white country boycott of the Games because of New Zealand participation.

Many countries boycotted the Summer Olympics in Montreal. They said the New Zealand government assists teams to play in South Africa despite the fact that that country's racial separation policies are hated throughout the world. Mr, Manley said his country was able to make the difficult decision to participate in the Olympics because no one on the New Zealand team in Montreal had been to South Africa and many had spoken against racial separation. Mr. Manley held talks with Prime Minister Trudeau and several government ministers.

He announced that the Export Development Corporation (EDC), the Canadian corporation that makes money available for purchases in Canada, has given Jamaica a $75-million line of credit. He said there also will be a short-term $25-million loan from Canada to help Jamaica meet its serious balance of payments problem. At the same time, the $10 million five-year aid program will be increased by another $10 million. Mr. Manley said the line of credit is valuable and can be used for such things as capital goods for power production.

He said things ure beginning to look up for Jamaica after a record three-year drought, inflation and recession and falling commodity prices.
