a MURDER was discovered on Illg creek, at Dr. Allen's place, Tuesday of last week, tho victim bo-lug Joel Mack, ot Ilartlesvlllc. On the previous Tuesday a wagon was seen coming from tho cast and In a hollow it was mot by a buggy, and both turned uy the creek. A week laUr Dr. Allen was out looking for a calf and In nn out of tho wuy spot discovered a wagon, to tho hind cud of which wcro tied a pair ot horses, famished with hunger to tho extent that they had eaten away a portion ot Die wagon box.

Tho neighbors wcro at onco summoned und begun an Investigation. In the ashes of a flro wcro found some buttons and buckle. Ono cf tho uolghbors Identified tho horses us a pair he had seen at Ilartlesvlllc, and another recalled seeing tho same out fit meet the buggy a weok before. The work ot partially Identifying the horses, wagon and other effects as being tho property of Joel Mack was comparatively easy, and his wlfo, who was living at Independence, Kansas, with tho children at once camo down and made it conclusive. Tracing back woman was found west ot Verdigris who had from un upstairs window seen somo men doing something down by a hay stack.

An Investigation, after the word of tho supposed murder had been spread disclosed the body legs ot tho dead man In a shallow grave; tho head was gone. Tho Investigation has proceeded far enough to cxplodo the theory advanced by tho pcnplo In the neighborhood whero the murder occurred, that Joo Illosscr und tils stepfather A. V. Long wcro Implicated In tho crime. The day of tho killing Joe Illosscr was In this city packing up his things for shipment to McAlcsler where he, a day or two later moved, and Mr. Long was on the panel of tho Jury In Commissioner MeClurc's court.

In addition of these Infallible proofs of the Innoccncy of these people, itlins de veloped that Joel Mack had enemies from another quarter who doubtless had a motive for gelling tho man out ot the 'way. Family troubles, and nn estrangement from his wife with all the accompanying bitterness had been tho lot of Joel Mack for somo tlmo back and public opinion In tho neighborhood Is strong In tho belief that the koy to tho murder mjstcry will be found In this fact. Tho members of the grand Jury were selected from wide range of country from S.ipulpa, on tho ex tremo western boundary of the Northern district, to Southwest City, on the extreme east. Consequently In their labors they took cognlzanc violators of the law in many quarters hitherto unrepresented. So far us our information goes this grand Jury found mnro truo bills than any other grand Jury over empaneled In the Indian Territory. Springer, judge United States court for tho Northern district of Indian Territory, sitting at Vlnlta: We, the grand Jury duly selected, empaneled and sworn for tho February term, 187, at Vinlta, beg leave to submit tho following report as tho result ot our labors: 1st, Wo liavo examined nincty-tlvc and returned ninety true bills. There being only one Jail In the Northern district, at Muskogee, Ind. we find tiiat this delays the trials of criminal cases, Imposes a heavy burden on witnesses and defendants, and a great expenso upon tho government, and wo most earnestly recommend that a Jail bo cstablUh-oJ at Vlnlta.

Wo find that crime Is on the Increase In tho northern district, ami would urge speedier trials, that the law may bo respected, and for this purposo recommend more Judges, more courts, and moro officers. We Insist that tho law should bo moro quickly enforced, and delays not so frequent. Somo casus beforo us needed investigation, but tho long delay before trials caused us to fee, that tho guilty parties could not bo brought to therefore a prosecution would not be best. We further recommend that officers of this court diligently enquire Into tho duties of law fixed upon them, and uevuio suiiicicnt oi incir tunc to a true discharge, of their duties, and that owing to the Incrcaso of crime, wo believe thcro Is sufllclcnt business to require tho undivided tlmo of the United Suites attorney for tho North crn district, wo Ueslro to express our thanks to your honor for tho kind ness and courtesy shown us, and also to the district attorney for his assist- auco and advice during our deliberations.
