Columbus (O.) States man, April 10. The Rhode Island Insurrection. Mrs. Luther Martin, the wife of the individual who has been imprisoned in Rhode Island for acting as Moderator at a public meeting, has brought a civil action against Luther M. Borden and others, claiming damages for an assault and battery by them committed.

The alleged assault and battery consisted in entering her sleeping room, armed, and threatening her with violence the defendents being some of the heroes despatched to enforce martial law and frighten the women and children. tee think, to use but once yet some have repeated tlieciinrge three, four and five times; and in one instance, it is repeated eight times I The fee bill gives surrogates fifty cents for a bond." including every thing about it yet a large proportion of the surrogates have charged for drawing it, by the folio, and for copies, as well as the prescribed fee. The statute allows seventy five cents for a citation to appear but this in doubled and trebled by the aid of folio and "copy" charges. The fee bill allows twenty five cents for appointing a guardian for an infant, preparatory to the proof of a will yet many contrive to bring up the cost as high as 2 50.
