There is no more rapidly improving portion of this city than in the 9th ward, in tho vicinity of Bedford. Upon Clinton, Fulton, Clason and other streets thereabout, numerous dwellings of the most commodious stylo are in a state of rapid progress. These mansions are being erected by many of our wealthy and flourishing citizens, who aro determined to escape from the closeness of city life. As eligible lots are procurable in that portion of our city at a very cheap rate, tho owners tako plenty of breathing space for their residences, and tho enjoyments of semi rural life aro attainable at a comparatively low rate. AVhen this section of the city be comes occupied it will bo the most attractive part of Brooklyn.

Clinton avenue, from Myrtle to tho rail road, already presents one of tho most agreeable prospects it is possible to conceive. Combining as it does the conveniences of a city with all the advantages of country life, so enthusiastically sought for by thoso who aro doomed to tho noise, dirt and confusion of a city, wo do not wonder at thc rush which is made to obtain houses there by all whose business will permit them to live at a littlo distance. In a short timo, from present appearances, all tho neighboring streets will bo as thickly studded with beautiful mansions as Clinton avenue. We yesterday took a walk all through this portion of the city aud found surveyors marking out locations for houses which are destined to go up forthwith recent purchasers with their eyes gloating in anticipation over their newly acquired property many splendid mansions in process of being finished and every thing betokening an advancing stago of prosperity and rural felicity. If there be anything which really causes a man to bo envious, it is tho view of such a prospect.

What an agree ablo picture of domestic lifo is it lo see a pretty wifo upon tho piazza, anxiously peering at intervals down the avenue in expectancy of the evening return of her husband, while tho children, accompanied by the spaniel, are gambolling about in frout, ready to run and hasten the near approach of their father while as you pass, your eye unconsciously peers in at the basement window and takes a rapid inventory of neatly arranged furniture, and a well spread board, rejoicing in all the glories of pure white china and spotless tabio linen. These are tho incidents which make life rationally agreeable and these we witnessed in abundance on our return. Then in the evening there aro delightful reunions among thc neighbors, who while away tho timo in music and various other social enjoyments. Peoplo out there do not, as in tho dense and selfish city, tako delight in alleging that they are unacquainted with their next door neighbor It is a comparatively new country, and neighbors feel the necessity and consequent benefit of rendering to each other all the agrcmens of sociality. Commend us, therefore, to the fast growing rural portions of Brooklyn.

Excise case in Queens co. On Friday last, at Flushing, before Justice Wood, came on the case of the Overseers of tho Poor of the town of Flushing vs. Livingston Vandcwater, charged with selling liquor without a license. The case was presented on the part of tho prosecution to the Jury by J. G.

Lamberson, District Attorney. Tho defence was conductod by Wcssell S. Smith, and A. P. Ralph.

Tho defendant produced no witnesses, thc cause was summed up by the respective counsel, the jury retired and after a few minutes absence returned with a verdict of no cause of action. Sudden Change. Yesterday and to day havo witnessed one of tho most sudden changes in the weather, ever experienced in theso diggins. From a sultry moist warmth, the air has become dry and cold, to a very unusual degree. Flannels and thick shawls are not uncomfortable.

Wo yesterday afternoon saw ono of tho new steamers bought by our government, from the builders (who made them originally for tho Mexicans,) sweeping along our Brooklyn shores. Y. Trib une that tho man that has got on tho ladies' cabin sido of the Fulton ferryboats. A civil revolution is expected. The Missing Found. After an absence of over a month, during which timo rumors of all kinds have been in circulation respecting tho mode in which John P.

O'Hagan disappeared, he has at length been traced to New Brunswick, N. whero he died suddenly. He left here on Saturday the 11th of July, and proceeded on foot to Philadelphia. When he reached New Brunswick he called towards evening at the house of a person named Miller, whom he knew, and there drank very profusely of water, while in a hoated state. Thence he proceeded to ono of the hotels in that place, and applied for lodging and upon being refused betook himself to the green near the College, whero ho lay down for the night.

At six o'clock the next morning ho was found stretched lifeless upon tho ground. It was only until quite recently that Mr. Miller discovered that the deceased, who was buried by the public authorities, was O'Hagan and within a day or two he came to this city and represented tho affair to tho Mayor, who has sufficiently identified bun as tho missing man from certain articles found in tho pockets. It is supposed that he died from the effects of intemperato habits and exhaustion. It is satisfactory that tho mystery attending O'Hagan's disappearance should this be cleared up.

We understand that muny violent threats had been made against him on account of various stringent nowspaper publications of which ho was tho author. S3" The distressing and dangerous whooping cough is now largely prevalent amongst tho little ones. A colored man who lives most unhappily with, and is taught philosophy by a Xantippe of a wife, near the "four mile house," upon thotJamaica turnpike, and rejoices in tho name of Jaques, yesterday preferred a complaint against his wifo for attempting to wound him with case knife, and then tried to eat him up by biting at his hand. This serious affair will bo investigated to say.

A Star." in the descendant. Francis Degaz, one of the star police, of tho Fifteenth ward station, in New York, has recently got himself into trouble of a very delicato nature in this city. It seems ho came tho evil eye" over a damsel named McGce, and the affair resulted in such a manner that tho Superintendents of the Poor were called upon to interfere. The new candidate for tho honors of paternity was ruthlessly cast into jail, whero he has been for about two weeks. Yesterday two of tho magistrates proceeded with Degaz to the house where tho mother was undergoing her confinement.

Her testimony was taken and an order of affiliation made. After a refusal by both parties lo remedy the difficulty by means of matrimony, Degaz was recommitted to jail until he cun indemnify the county Tho proceedings in the State Convention are quite devoid of interest, just now. The clergyman defied his examination, but lo and behold 1 he pretended to take from the parson's bosom, a pack of cards another pack was found in his hat, and a box of dice in his coat pocket If he had been caught with a sheep in his pocket, ho could not have been more surprised and joining in tho general laugh, ho evinced a determination to be out of the Signor's company as soon as possible The Sea Serpent. The Salem Register stated that the first appearance of tho monster for the season was in Salem Harbor.

It tells tho story thus: Ono of our fishermen who has always been incredulous as to thc existence of tho sea serpent, insists that ho saw hismajesty, humps and all, on Friday last and no mistake. Thc monster permitted some sixty feet of his immenso length to be leisurely examined for the space of ten minutes, as ho lay reposing in the water, between Fort Point and Aqua off Salem Harbor. we observed a crowd of persons at the corner of Cumberland street, and upon going up found that it was caused by a small boy, named Abraham Colycr, about six years of age, having been conducted homo after being stabbed with a penknife, by another boy of the same age, named Jerome Van Low. It seems that with some other companions, they were driving a cow over somo vacant grounds in tho vicinity, when Jerome took offenco and inflicted a severe aiid dangerous wound under Abraham's ear, causing a profuse flow of blood. Tho wounded lad was conveyed home and medical attendance procured and wo believe, though apprehensions wore felt for his safety, he is out of danger.
