At this time, franchises will be issued to the clubs who wish entrance, officers will be elected, and other regulations will be set up. There are approximately 15 new franchises open to communities who did not have clubs In the league last year, Edmund "Monk" Beasley, president, said. Plans are being made to have three divisions of ten clubs each. Remington and with a Navy man In the clear, was intercepted by California. The Navy thrower had been rushed and couldn't get the ball out far enough.

California froze the ball on four plays, relinquishing it on downs. Navy regained possession but time ran out on the first play. California, scoring its second victory of the season under Waldorf, formerly of Northwestern, turned in an Impressive performance in out-scoring a Navy eleven which experts already had rated as one of the best in the country. The Bears charged in powerful fashion, blocked with finesse and ruggedness and looked like a top ball club throughout the contest. Navy's vaunted passing attack clicked frequently but bogged down in crucial moments.

Beaten but not humiliated, Navy was in the game every minute and aside from the scoring sequence reached California's 35 and 31 yard lines in the first period; counted 50 yards to California's 21 in the second quarter and put together a 51- ine wears, matting a gridiron comebzack under the coaching of Lynn Waldorf, rushed over a second period touchdown on a pass and two smart runs to assume the lead they maintained to the end. They added to the advantage with a 64-yard run to a touchdown in the fourth quarter to apparently clinch the victory in resounding fashion only to have the hard-fighting Midshipmen make it a ball game with a score of their own. The last four minutes provided thrills, Navy's boys, fighting to the last, blocked a punt, recovered the ball and cracked over the California goal to trail 14-7. With less than three minutes to go. Navy made a last desperate try.

Forced to kick off, they successfully completed an on-side kick. Center Dick Scott fell on the ball, and the Middies hit the aerial lanes Ithaca J. C. J. C.

Marion 0 Metropolis 33.,.. Trigg Co. High 7 Henderson 6 (JP) Army green football team carried on the winning ways of its departed All-America backs, Glenn Davis and Felix Blanchard, by downing Villanova 13 to 0 today, Elwyn Rowan, fullback, Bill Gus-tafson halfback, and Bob Stuart, 175-pound speedster, all from last years teams were the men Coach Earl Balik presented to fill the shoes of Davis, Blanchard and 1946's great quarterback, Arnold Tucker. They performed creditably but Army did not look like its championship teams of yesteryear. Recovered fumbles set the stage for both of Army's touchdowns.

Oustafson fell on a Villanova bobble on the Wildcats' 14 near the "end of the first half and darted all the way to the goal line oh the next play. In the. third period, Ralph Pas-quariello, Villanova fullback, dropped the ball on a line buck and Rowan recovered on Vlllanova's 23. Bobby Stuart ripped off 21 yards at right end, and Winfleld Scott went around right end from the three to tally. Villanova presented a veteran team that was primed to end Army's long run of victories which covered the 1944, 1945, and 1946 season, marred only by last year's scoreless tie with Notre Dame.

But the Wildcat backs could do nothing against a forward wall led by Capt. Joe Steffy. Near the close of the third period Villanova reached Army's 18 but three passes were knocked down. In the last quarter the Wildcats got to the Cadets' 29 but an interception ended the threat. Automatics 12 16 Gauge L.

21 Benedict's Wildcat Star Hits Pay-Dirt Twice; Sets Up Another v-T By KYLE LEXINGTON, Sept. 27 JP Don (Dopey) Phelps, sophomore speed specialist, scored two touchdowns and set up another to lead Kentucky to a 20-0 football victory over a' big and rugged University of Cincinnati team here tonight be-fore 23,800 persons. The Danville, speedster was the big difference in two teams that fought furiously and supplied the capacity crowd with a full 60 minutes of fireworks. Although the statistics favored the Sun Bowl champion Bearcats, the Kentuckians, rebounding from a defeat at the hands of Mississippi a week ago, completely dominated play In the second hah and pulled through on reserve strength; Phelps set up the first score In the third period when he took a shove pass anct scooted 24 yards to the Cincy two. Bill Moseley bulled over and George Blanda missed the extra point from placement.

The half ended with Kentucky leading 6-0, but conceding nothing to their highly keyed rivals. Although knocking constantly at the Bearcat door, the Kentuckians were denied throughout the third period, but on the first play of the final quarter, Phelps broke loose and streaked 38 yards for a touchdown and Blanda's placement this time was good. The furiously charging Kentucky forwards trapped Tom O'Malley behind the line of scrimmage on fourth down. O'Malley, attempting to punt, juggled the ball and tried to run. He was nailed on the Cincinnati 15.

Jim Babb passed to End Wallace (Wah-Wah) Jones on the Bearcat two, and, on second Phelps dashed untouched for the third score. Blanda again booted the point from placement. Cincinnati made more first downs than Kentucky, 13 to 5, and out-rushed the Wildcats, 255 to 119. But the Wildcats were more successful in the air, registering on three of nine passes for 60 yards while the Bearcats were clicking on two of eight for 16 yards. Kentucky Intercepted three and Cincinnati had one interception.
