cepting "dirty politics as a way of life," Archibald said. "Unfortunately, people think that politicians and politics are something less than the highest ideals that they'd like to follow," he said. Despite numerous state and federal laws governing campaign tactics and rhetoric, Archibald said, few were being enforced. He suggested that a private citizens' organization be set up to press for enforcement of clean campaign laws. "There are federal laws governing identification of political literature," he said "Nobody can remember the last time there was any enforcement action under this law.

These laws could be enforced. It probably would help. of complaints about dirty letters." "We received only three complaints this year about dirty, overstated television advertisements in political races," Archibald said. Candidates, he said, "seem to be going the direct mail route to the voters." Archibald said many of the complaints were from candidates objecting to the abuse of the free mailing privilege given to members of Congress. Under the law, only nonpolitical mailings are allowed.

Archibald proposed that rather than restrict all free mailing privileges, both challengers and incumbents should be permitted to make an equal number of mailings to the voters. The committee's executive director, Sam Archibald, said Sunday his records of the 1972 campaign showed more candidates than ever before tried to "distort the facts" to falsify political rhetoric, to misinterpret the facts." Many of the offenses occurred in campaign mailings, Archibald said in a UPI "Washington Window" interview. Sex offender Dion killed by prisoners By JAMES FERRABEE Southam News Services MONTREAL Fifty-two-year-old convicted murderer Leopold Dion, whose case provoked loud protests across the province and the country in the mid-sixties, was himself murdered in prison late Friday night.

Dion spent only eight Marquis, and sentenced to Marmaduhe months out of prison since he IwVA'MVWJVWVdW The girls i fl YS 'Oh, no, not another football game! 1 r-r Vrrcvir was 20. But in those tew months from September 1962 to May 1963, he sexually assaulted and then murdered four young boys near Pont Rouge, 25 miles from Quebec City. He was convicted of the killing of one of the boys in late 1963 and sentenced to hang. When all appeals were exhausted, the federal Cabinet commuted the sentence to life imprisonment in late 1965. The Cabinet action set off a series of protests across the province and the country.

One of the sharpest criticisms of the federal Cabinet action came from then Quebec Premier Jean Lesage. The Dion case put the then newly inaugurated parole system in the country under heavy fire. The heavy-set Dion, the subject of daily taunting from fellow prisoners, was attacked as he left his cell Friday evening for exercise. According to prison officials, he was struck several times on the back and the neck with an iron bar, and died in the prison. A cross-Canada survey by The Canadian Press, from 6 p.m. local times Friday to midnight Sunday night, showed that 48 persons died in traffic accidents, 22 of them in Quebec, three from asphyxiation, two by drowning, one in a fire and another when a youth driving a snowmobile struck a car in Northwestern Ontario. The 43 killed in traffic and 37 during the week brought the unofficial traffic count since Jan. 1 to at least 4,355. Daily Puzzle hang.

After his conviction, Dion told the court: "These two damned hands of mine have killed four little saints. What has happened to me today is not my fault. I am 43 years old and I haven't yet lived. I killed them. I do not know why.

I say it to the whole world. "Society could perhaps think that it is satisfied with what it has done, with what it is going to do to me. Perhaps the fact that society will be satisfied will relieve Dion's lawyer Guy Ber-trand, petitioned the Supreme Court and the government to acquit Dion for reason of insanity, and grant him psychiatric care. Mr. Bertrand said in the petition that Dion should spend the rest of his life in a mental institution under maximum security.

During the nearly two years Dion waited out appeals, lawyer Bertrand said he was taunted daily by fellow prisoners. In May 1964, Quebec Prison governor Eugene Letoumeau granted Dion a private interview, and the 220-pound plus prisoner grabbed the prison official and attempted to use him as a hostage to escape jail. In the escape attempt, Mr. Letoumeau was stabbed seven times by Dion before Quebec police subdued the MESS MORSE AST1RL.SR1EL SPACJEJTRAJVEL TygTMiopNEiDr moonE I qHTElg yVQRLOSAPART ADOBlJlHQRMA.
