THE OTTAWA (CP) Officials of the television networks and political parties meet Monday afternoon in Toronto for what has been billed as the last chance for arranging English-and French-language television debates before the Feb. 18 election. That will be it, Marge Anthony, spokesman for the networks, said Friday It will be a do-or-die situation.

Ms. Anthony said representatives of the Progressive Conservative, Liberal and New Democratic parties will be at the meeting with officials of the CBC, CTV and Global television networks. Officials of the two French-language networks, Radio- Canada and TV may also attend, she said, and those networks will definitely be consulted before any decisions are reached. Ms. Anthony said the three political parties agreed from the beginning of their talks with the networks that two similar debates should be held, one in English and one in French.

Prime Minister Clark stressed that same point at his weekly news conference Friday. The debate before the last election that involved Clark, Liberal Leader Pierre Trudeau and NDP Leader Ed Broadbent was in English only, There was no similar debate in Jim Hamdon 944-4422 948-7067 22 Vi i i-h Jt WILL BE RENUMBERING THE CLASSIFIED CLASSIFICATIONS For your convenience we will be inserting the index, as shown below, every day on the front page of the classified section. They said various other Soviet army support vehicles there were outfitted with chemical protective gear. London jury finds a sex slayer insane I The intelligence sources, who asked to remain anonymous, said there was no way of knowing for certain what this meant, but it raised the possibility the Russians may be prepared to use chemical weapons against rebellious Af ghan Moslem tribesmen.

Tass said such speculation is aimed at slandering the Soviet Union and distracting attention from U.S. imperialist plots aimed against the people of the Middle East and Asia, particularly the peoples of Afghanistan and Iran. It said the whole world knows that the Soviet Union is a consistent supporter of banning of chemical weapons. Moscow began sending troops into Afghanistan on Dec. 24, and backed the Dec.

LONDON, Ont. (CP) Christian Magee, confessed sex -slayer of two women from the Strathroy, area, was found not guilty of murder Friday by reason of insanity. The Ontario Supreme Court jury deliberated little more than an hour before bringing in the verdict. Court was told that Magee, 31, already confined to the mental health centre in Pene-, tanguishene, is a dan-v gerous psychopath with a severe personality disorder V.who was insane at the time of -the 1974 and 1975 attacks. He was committed by Mr.

justice Larry Pennell to the vientre, where he had been 'confined since October, 1977, for killing Susan Lynne Scholes, 15, of London, in June, 1976. He was found not guilty because of insanity in "that case. -o. In all three murders, the victims were strangled and stabbed. In the Scholes case, for which Magee was arrested first, he testified in his own defence and denied killing the girl, whose body was found in a field.

In the trial completed Friday, confessions signed by Magee last May were placed in evidence- In the signed statements, Magee admitted killing Judith Ann Barksey, 19, of Strathroy, near the railway tracks in town just west of Highway 81, on March 2, 1974. He said he also murdered Louise Patricia Jenner, 19, of Mt. Brydges, in her home on Highway 81 about halfway between Strathroy and Mt. Brydges on Oct. 20, 1975.

Although Magee was suspected of the Barksey and Jenner murders, particularly after his arrest in the Scholes case, no charges were laid until his confessions last May. The Criminal Code says that no person shall be convicted of an offence while he was insane. Pennell told the jury that to find Magee not guilty because of insanity it would first have to decide that he killed the two women and then that he was was insane at the time. The psychiatrists all agreed that Magee's mind was diseased to the point where he was incapable of appreciating the nature or his acts. They said the condition remains.

Pennell told jurors that if they accepted the psychiatric evidence they should find Magee not guilty on account ofinsanity. 1 -A 4 "iii It 1 begin our HOUSES 190 Commercial Properties 191 Broker in Real Estate 192Exchange Real Estate 193 Farms and Land For Sale 194 Garages, Buildings 195 Houses For Sale 196 Industrial Properties 197 Income Properties 198 Lake and River Frontage 199 Lots For Sale 200 Mobile Homes For Sale 201 Out Of Town Properties For Sale 202Real Estate Services 203 Resorts Summer For Sale 204 Resorts Winter For Sale 205 Wanted To Buy Rea! The Soviets made their charges public Friday in the newspaper Iz-vestia.
