The expansionary budget, presented in the legislature Thursday night by Finance Minister Saul Cherniack, TO WHEELBARROWS by Hall mac increases were both made by the government during the successful campaigns leading up to provincial byelections April 5. Mr. Cherniack told the house the increased aid for education costs would be covered mainly by an unanticipated $19.3 million payment from the provincial government, which was carried over into the current fiscal year.

The carryover included $12.6 million in speed-up payments and $6.7 million from a federal equalization adjustment for the fiscal year 1968-69. This extra $19.3 million from Ottawa led opposition critics to question whether or not Mr. Cherniack had produced a balanced budget. Opposition Leader Sidney Spivak said outside the legislature the extra money from Ottawa cannot be counted on again and will have to be raised by other t1 Light $995 A unit for every job. I Si operating accounts for the surplus of $600,000 on its 1970-71 fiscal year, which ended last March 31, with revenues totalling $459.1 million and expenditures equalling $458.5 million. In his budget address last year, Mr. Cherniack had predicted a surplus of $825,000. Largest capital outlays for the next fiscal year will be $115.5 million for Manitoba Hydro and $63 million for the provincial housing and renewal corporation. Largest portion of anticipated revenue for the current year is to come from the provincial portion of corporate, personal and estate tax.

These three sources are expected to total $156.4 million, compared to the $151.1 million estimated from these sources last year. National equalization payments and receipts from the federal government for shared-cost programs are expected to net $49.3 million and $83.5 million respectively, up from $41 million and $67.8 million last year.
