The essential facts surrounding Powell's abuse of his chairmanship were known to his political district prior to the November election in which he was returned to office by an overwhelming majority. No one doubts that if he is denied his seat and a special election ordered, he again would be elected, probably by an even greater majority.

If Powell's Harlem constituents want the kind of representation he offers, under our method of government it is their right to have it. If Congress decides to sit in judgment on the quality of a representative elected to office, it should start at the beginning of the alphabet not more than half way through! ANOTHER TRUMAN'? A Republican has raised an interesting question concerning possible tactics available to President Johnson if he seeks reelection in 1968. Vill Johnson attempt a Truman and campaign against another "do nothing" Congress The question was asked by Sen. Roman Hruska of Nebraska In a little publicized speech. In a guarded prediction, Hruska pointed out that the President could save his fire for the 1968 election year session and then propose a "host of heart throb issues" the legislators won't swallow.

Then, according to the senator, he'd have the public all primed "so he can run as Harry Truman did in 1948 ragainst a balky Congress." Not a wholly unsound idea at that! Most of us can think of some political leaders whose names could not be uttered calmly by the opposition. Fortunately, however, the passage of time often tempers such feelings. These thoughts are occasioned by the 100th anniversary of the birth of Ramsay MacDonald, who was the first British premier to emerge from the Labor party. At one time he was among the most resoundingly hated political figures in Britain. Yet now he has been honored by numerous leading figures in that nation.

MacDonald's first term as premier, starting in 1924, went off quietly enough. When he took hold again in 1929 he encountered the great depression, which Americans of middle age remember all too well. International bankers and other businessmen then thought the vital thing was to keep Britain on the gold standard and prevent devaluation of the pound. They felt that this goal even warranted cutting unemployment relief and making similar economies. MacDonald was won over to this step, and led his followers into a coalition government with the Tories and Liberals.

For this he was expelled from the Labor party and long held to be a traitor. And though heeoMnti'v lirwUy he died a political outcast. The perspective of time has changed all this. The centennial of MacDonald's birth has been commemorated by Earl Clement Attlce, the second Labor premier, as well as by three former Tory premiers: Anthonv Eden, now the Farl of Avon; Sir Alec Douglas Home and Harold Macmillan. All of which points to a moral: It is not wise, nor fair, to carry political dislikes beyond the bounds of reason.
