Aside from the clubby atmosphere of the ACTRA awards is the legitimate complaint that the awards are restricted mainly to actors and writers. No awards are given for director or for the crafts. That's the plan. However, Parton's Eighteenth Law states that whenever a special tax is set up for a special purpose, it somehow ends up in general revenue.

(Quick quiz: When the B.C. sales tax was set up in 1948, for what purpose were the funds to be used? You are getting old if you remembered it was called SS and MA for Social Security and Municipal Aid. And, naturally, it was changed again, with the money going into "consolidated The trouble with the six per cent, as I see it, is that it will swell like a sponge dropped into the public trough. The cable operators, if they have any smarts and they do will likely ease into their next rate-increase application the fact that they did not oppose the introduction of this tax, and so the Canadian Radio-television and Telecommunications Commission just might take this into consideration when assessing the increase sought. The other reservation I have is that taxes are like herpes: Once you got it, you never can get rid of it.

Having picked the name before setting the ground rules might be putting the horse astern the cart, but then, it is no stranger than building a stadium in a town. Among those interested in the Bijou-to-replace-ACTRA-awards movement are the two networks, the independents, ACTRA itself, producers and the Academy of Canadian Cinema, which is responsible for the Genie awards for (theatrical) Canadian movies.
