i i i Pass Three WEDNESDAY DECEMBER 1 1971 VOL 49 NO 7 'foreign or -domestic agreement which would abrogate the Constitution SECTION THREE gives the Federal Government three years to relinquish-its commercial or business enterprises and properties SECTION FOUR repeals the personal income tax also estate and gift taxes after the three year limit: 'The United States Government loses more money in these unauthorized businesses than it col-lects from personal income taxes each year For exaipple in the year 1967' the United States Go- 1 vernment collected about 64 bill ibn in personal income tax but spent 66 billion to support unconstitutional businesses which operate in' the red yearly The revenues from personal income taxes were offset-by being gobbled -up by losing businesses (which is un-constitutional) and by the vast IRS bureaucratic noted Mr Stone about Social Security and 1 Welfare? Amendment Com mittce In the Hotel Utica Utica NY MrStone expressed great optimism -that the Amendment i could be passed this session 'The people are fed up with taxation tyranny: and of being reduced to he said The legislatures of seven states have already passed the Amendment When thirty-four states pass the Liberty Amendment Congress must then acknowledge this as the will of the people Prior to this Congress' must call a Con- stitutional Convention which would then put the Amendment to vote by the people The Liberty Amendment basically in four sections calls for the Government to work only within the framework of the United States Constitution SECTION ONE prohibits tiieGo-vemment from engaging in any commercial enterprise not sped- fled in the Constitution'1 SECTION TWO states that the approval of a SIS9 billion authorization to accelerate the nation's fight against cancer as "a giant step forward toward the eventual goal of eliminating the dread disease which it is es-' timated with claim 335000 lives in 1971" The authorization measure passed the House by a 350 to' five vote Monday Kemp said doctors and staff members of the Roswell Park Memorial Institute be given a share of the credit for passage of this' historic legislation as a result of the outstanding exhibit highlighting research and treatment displayed last week on Capitol Kemp voted for the authorization which would be made available over the next three years and testified in belialf of funding on Oct 1 1 when a House Subcommittee on Public Health and Environment held hearings on the legis- lation at the Institute in Buffalo Among other features the bill provides fora spccdupof research grant procedures 1 Grants of 535000 and under affecting nearly 40 percent of all grant applications would be reviewed by peer groups then forwarded to the rector of the National Cancer stitute for approyalThe -director also could convene the National -Cancer Advisory -Council at any time to consider promising grant applications instead of waiting for award approvals by the council which currently meets quarterly "The faster grant Applications are currently being received in' the' office of the Hamburg Village clerk-Treasurer for partial tax exemption ofvillage taxes on real property of elderly persons (over' 65) who meet the requirements as set forth in the Real Property Tax Law Principal requirements are: at least one of the owners of record must be 6S years or older' combined annual income connot exceed 54000 applicants must prove ownership for-at least prior to applying for tax and the property must be used exclusively for residential purposes The tax relief program was started in 1967 and the- Village Assessor emphasizes that property owners whose applications were approved
