In fairness to our city fatten, late in June advertisements were placed in the Ottawa newspapers soliciting opinions from service clubs and other organizations on the subject of licensing char- itable appeals. I find it hard to understand why service clubs are willing to absorb the frustra- tions and red tape that would come automatically with a proposal such as this.

On my rounds of the service clubs since the initiation of the licensing proposal many, many service club members have indicated to me their disapproval of the city becoming involved in the operation of their respective clubs. Unfortunately, although I agree with their views, my opinions do not count at city hall and you can be sure, if the apathy continues on this subject, as a committee chairman you will be trotting down to city hall with your application for a licence for your respective fund raising project. Remember, under this proposal it would be necessary for all licence applicants, to provide particulars sary to assess their intended purposes; and methods, anticipated revenues, expenditures and disposition of proceeds. On completion of fund drives, a financial statement would be required, providing full particulars as to revenues and disbursements, plus a processing fee would be charged.
