UW Student Among Recipients of BBYO Klutznick Award WASHINGTON (JTA) The B'nai B'rith Youth Organization announced the names of four students in the field of social work who have been named recipients of scholarships from the Richard Klutznick Scholarship Fund, established in memory of a son of Philip M. Klutznick, honorary president of B'nai B'rith. They are Jerold Boot-zin of the Wisconsin University School of Social Work; Lome Miller of McGill University; Mark Rubin of Rutgers University and Michael Yarosky of McGill University. JTA Opens First Direct NY-London Cable Circuit NEW YORK (JTA) The Jewish Telegraphic Agency opened its first leased cable circuit directly linking its New York and London offices.

The new circuit, a direct, office-to-office line links the radioprinter of JTA news to London, for redistribution there on the European continent and in Australia. The new cable circuit represents the first stage in conversion of JTA's North Atlantic facilities from radioprinter to cable. Under arrangements negotiated by Vic-tor M. Bienstock, JTA general manager, with Press Wireless, and the British Post Office, all JTA's New York-London Press communications will be shifted from radio to cable. The conversion is expected to be completed before the end of 1964.

A major advantage of cable over radioprinter is that the cable is rarely subject to the atmospheric disturbances that frequently disrupt radio communications, especially during the autumn and winter months. The North Atlantic radio path is exceptionally vulnerable to these disturbances. JTA will continue to use radioprinter facilities for direct communication with Israel, South Africa and South America. The program included films of stakes at Hawthorne and interviews with racing personalities. Incidentally, Blum repeated as the leading rider at Arlington Park with 44 winners in 220 mounts.

His horses won $179,347 during the 36-day meeting to allow him to finish second in money earned. At the same meeting Arnold Winick also repeated as top trainer. Oakland Ave. Realtor wo- 4-5200 US, Israel Sign Desalination Pact; Hailed by Johnson Agreement Is Second Step Towards Solution of Israel's Water Need WASHINGTON (JTA) The United States and Israel signed an agreement providing for a detailed study of the feasibility of implementing in Israel a program for the use of nuclear energy for desalination of sea water The agreement, hailed by President Johnson as "a second step toward the solution of Israel's critical water needs," was signed on the American side by Dr. Glen Seaborg, chairman of the United States Atomic Energy Commission, and Kenneth Holum, Acting Secretary of the Interior. Gen. Zvi Tsur, coordinator of the water desalination program for the office of the Prime Minister of Israel, signed on behalf of his Government.

The agreement, according to a State Department communique, provides for: "1. An invitation for proposals for the undertaking of a detailed feasibility study by a consulting engineering firm issued promptly by the Governments; 2. That, based upon review of the proposals, and interviews, if necessary, an engineer be selected and appropriate contracts acceptable to both Governments be executed; 3. That the cost of the engineering study be shared by the two Governments; 4. That a joint board, consisting of an equal number of representatives from each of the Governments (with a representative of the International Atomic Energy as an observer) be appointed to prepare the invitation, make recommendations for selection of the engineer and the terms of the contract, and to perform such other functions in relation to the engineering contract as will later be defined by the Governments, and to make recommendations to the two Governments." President's Statement Upon conclusion of the agreement, President Johnson issued the following statement: "I am pleased to announce that the Governments of the United States and Israel have agreed to a second step toward the solution of Israel's critical water needs.

The first step was taken last June, when Prime Minister Eshkol and I established a joint United States-Israel study team to conduct technical services. These have already been completed. Report Germany Luring Scientists from Egypt with Higher Pay LONDON (JTA) A growing number of West German scientists and technicians working on Egyptian weapons development and production aimed against Israel are leaving their jobs in that country, as a result of a campaign by the Bonn government and other Western nations aimed at quietly luring the West Germans out of Egypt by offering high-paying jobs elsewhere, according to unconfirmed reports received here from Cairo. And that's Bus Mosbacher." An interesting sidelight to this year's British challenge is the report that when the head of the winning United States Constellation syndicate approached Harold S. Vanderbilt, the maivin of yachting, and asked him to join the group, Vanderbilt flatly refused.

He gave as his reason the fact that the syndicate did not include his protege, Mosbacher, who skippered the winning Weatherly in the 1962 America's Cup races. However, when Mosbacher declared himself out of this year's defense, Vanderbilt agreed to join the Constellation group. EDWIN MOSL.ER, president of the Mosler Safe Company of New York and chairman of the Metropolitan New York Olympic Fund Raising Committee, will be presented the first Maccabiah Award for long time service to amateur sports. Mosler will be feted in New York's Hilton Hotel on Nov. 19.

The testimonial is under the auspices of the United States Committee Sports for Israel with many other amateur sports organizations joining in the salute. Tickets cost $50 and all funds will be donated to the United States Maccabiah Fund, which will be used to finance the 1965 United States Maccabiah Team as well as to construct an American Friendship House in the Maccabiah Village in Israel. Everyone who can get to the banquet is urged to do so. NOW IT CAN BE TOLD: A few weeks before he left for the Olympics, featherweight weightlifter Isaac Berger lost a possible world record because he was too impetuous. During a competition in York, Berger called for enough poundage put on the barbell to give him a record if he succeeded in the lift.

The plates were added and officials then requested a few moments to certify the accuracy of their weight. However, Berger was in a hurry and said no. He said he was convinced everything was all right. He then made the lift and discovered to his regret and chagrin that the barbell was five pounds light. There's got to be a moral there somewhere.

OLYMPIC NEWS: British fencer Alan Jay had an excellent Olympic warmup in Luxemburg when he defeated the Austrian world foil champion. Jay is a former world champ himself Israeli Olympic track and field candidates participated in a French meet and made several outstanding marks in competition with some of Europe's finest athletes as well as members of the Moroccan Olympic Team. Amos Gilad ran 800 meters in 1:51.9, just three-tenths of a second off his Israeli national record, but good enough to establish a new track record. Miriam Sidransky won the women's 100-meter dash in 12.1, while Hannah Zadik took the women's 800 meters in 2:15, which should be an all-time Israeli best Dick Schwartz of the New York Athletic Club finished third in the pairs-with-coxswain in the Olympic crew trials. Credit Allan Rosenberg, coach of the Vesper Boat Club eight of Philadelphia and Olympic crew coach, with still another innovation.

At the same time, Gen. Zvi Tsur, former Army Chief of Staff, who is the coordinator of the U.S.-Israel project in Mr.

Eshkol's office, revealed here upon his return from Washington further details of the joint undertaking as worked out in conferences in the American capital between American and Israeli experts.
