Y. He will return to Israel at the end of the month. They emphasized that Egypt is preparing to make war on Israel. Two leading Swiss newspapers, Journal de Geneve and La Suisse, have attached great importance to the protest and have backed up its charges. Signers of the protest were lecturers of the Federal Polytechnic School, the Institute of Advanced Commercial and Administrative Studies, and universities and colleges throughout the country. The purpose of the protest, said its signatories, was to both arouse public opinion on the issue, and to draw the attention of the Swiss authorities to the illegal export of arms to Egypt in the light of the "very grave problem" of Nasser's threats against The "Journal de Geneve" in commenting on the protest, pointed out that, in spite of the fact that the Federal Council prohibited the export of arms to Near Eastern countries nine years ago, "there are ways of getting around the law." The newspaper cited a firm directed by former SS man Ferdinand Wertner which exports machine tools for military use to Egypt.

"Even worse is the almost open export of arms by leading Swiss manufacturers made public during the last trial of two Jews accused of spying for Israel," the paper stressed. Israel. FLORENCE (JTA) The Fourth Mediterranean Conference opened here with Israelis present but Arabs absent. The conference will discuss a number of problems, including colonialism, racial segregation, the situation of minorities in Middle Eastern countries, the suppression of cultural and religious freedom in Communist lands, and Cyprus. The Arab boycott of the conference was considered an indication that the Arab rulers have no intention of talking about peace in the Mediterranean area at conferences even regional meetings in which Israel participates.

Mayor LaPira of Florence, in a message to the heads of the Arab states, said that the opening of the conference "was magnificent" and reminded them that in the same hall "the tree for Algerian peace was planted" in 1958. Emphasizing that the conference hopes for "a total peace in the Mediterranean," Prof. La Pira concluded his telegram to the Arab rulers with the words: "God bless our hope. May He assemble in brotherly peace the tormented family of Abraham." In his opening address, Mayor La Pira recalled the First Mediterranean Conference in 1958 was held in the same hall as the present conference but with the par-ticipation of delegates from France, Algeria, Israel and the Arab countries. At that time, he pointed out, peace between France and Algeria seemed a dream.

Referring to the Bible, Mayor La Pira appealed to the political leaders of the Arab nations to work for peace in the area. He is Malcolm who broke with the "Black Muslims" to form the even more extreme "Afro-American Freedom Fighters." Police have already charged some of his followers with unlawful possession of firearms. Founder of the exclusively Black Moslem Mosque, Malcolm appears more interested in his new AAFF action group. He envisages "Mau Mau" and "vigilante tactics." His new creed is that Negroes can't gain civil rights in America even if they "get on their knees and sing we shall overcome' for 100 years." Malcolm feels that "people are not using much foresight if they don't see guerrilla warfare as the next step in the civil rights struggle." He also holds the Jew subject to special blame for exploitation of the Negro. Views Known In Arab Lands Malcolm's views on American Jewry are known in Arab lands. When he recently visited Saudia Arabia, Prince Faisal proclaimed the American ex-convict an official state guest.

On his way home, Malcolm met officials in Cairo and Beirut. He paused in Ghana and Nigeria to deliver anti-American speeches. Responsible Negro leaders deplore Malcolm's fanaticism. They feel he injures their cause. In line with his contention that Jews exploit Negroes, Malcolm has ridiculed the pleas of American Jewiy for alleviation of the plight of Jews in the Soviet Union.

But, in some ways, Malcolm is ready to emulate Zionism. His "Freedom Fighters" won't encourage the physical return of Ne-groes to Africa. However, pro- claimed Malcolm, "we will work for a psychological, cultural, and social migration to Africa. The Jews in America have benefited from such a relationship with Israel which automatically enhanced their prestige right here in America. If the Negro in this country was to become involved in a similar way, the common bond that would exist between the African and us would automatically put us in a stronger political, economic and social position in this country." Guilty Conscience Malcolm has maintained that "a lot of Jews have guilty son-sciences when you wention exploitation because they realize that they control 90 per cent of the businesses in every Negro community from the Atlantic to the Pacific and that they get more benefit from the Negro purchasing power than the Negro does or than any segment of the white community does, so they have a guilt complex on this." The NAACP and other civil rights groups were denounced by Malcolm for permitting Jews to be members.

He said that the president of the NAACP was of Jewish faith and that "the same Jews wouldn't let you (a Negro) become the president of the B'nai B'rith or their different organizations." Malcolm charged that Jews used violence against Nazis "but these same Jews who will condone violence on their part or hate someone whom they consider to be an enemy, will join Negro organizations and tell Negroes to be nonviolent." Blamed Jews and Christians Blaming both Jews and Christians for their rising Negro crime rate, Malcolm said it was "the Judaic-Christian society that created all the factors that send so many so-called Negroes to prison." Malcolm maintained that most of his former associates were white. "They were either Jews or Christians, and I saw hypocrisy on both sides none of them practiced what they prr ached." These statements are typical of the group prejudice spread by this advocate Negro supremacy and black nationalist chauvinism. He urges Negroes to despise and destroy the "white devils." But Malcolm is obviously no anti-Semite. He is too friendly with the Arabs who ars also Semites. His anti-Jewish sentiments, however, are another matter.

Malcolm is under the surveillance of the Federal Bureau of Investigation. The FBI is concerned about extremist racist agitators, black as well as white. MANCHESTER (JTA) Alderman Abraham Moss, who was elected president of the Board of Deputies of British Jews only last Sunday, died here of a heart attack at the age of 65. Funeral services were held here. Alderman Moss gave a lifetime of public service and was active in both Jewish and non-Jewish spheres of human welfare, his special interest being education. He was Lord Mayor of Manchester in 1953-54. Mr.

Moss was born in Manchester in 1889 of Rumanian immigrants. His father was a Chassid and a Talmudic scholar. Mr. Moss was in the textile business but his main interest was public service. He was a member of the Manchester City Council for nearly 40 years, and his term as Mayor was praised as "memorable." Mr.

Moss visited Israel every year for the past 25 years. He was a Governor of the Hebrew University of Jerusalem, and served on the boards of various schools in England, under both Jewish and non-Jewish auspices. Vice-president of the Board of Deputies for eight years, Alderman Moss defeated Sir Barnett Janner, the incumbent president, for the office of president a week ago. New elections were expected to take place soon. In the interim, Mr.
