TneuJay, Nov. 1978 province CANADA Pensioners seek Chrysler CLC, NDP dispute unsettled own department workers say yes WINDSOR (CP) Members of Local 444, United Auto Workers, ratified a three-year contract with Chrysler Canada Ltd. on the weekend. The agreement, signed bv the company and union negotiators four hours before a strike deadline Wednesday covers 13,500 hourly-paid workers in five Windsor and area plants. The contract was rati forcing an early removal of the federal anti-inflation program of selective wage and price controls.

Introduced In October, 1975, the program is not scheduled to be lifted until the end of 1978. They said the NDP and the CLC also want to co-operate on the formation of a national investment plan. Broadbent said two weeks ago that companies should be required to pay a proportion of their profits into a government investment account. That money could only be spent on projects approved by the federal government. The NDP and the CLC would pool their research staff to work on policy planning in areas of common Interest, he said.

federal cabinet for establishment of a Council of Social and Economic Planning. Morris said he opened the 6Vi-hour meeting with an explanation of the proposal. "I have said all along that it wouldn't usurp the powers of Parliament." Broadbent has said the NDP cannot support the CLC proposal as it now stands because he feels such a council would take over functions that only Parliament should perform. The CLC plan already has been rejected by the federal government and business representatives, two of the three intended participants. Finance Minister Donald Macdonald said in the Commons Monday that the mood at a meeting Friday between cabinet and business representatives was one of "general rejection of the CLC view that there should be a narrow tripartite group which would have executive responsibilities." Some labor leaders, particularly at the provincial levels in Quebec and Ontario, also are having second thoughts about the tripartite proposal, approved in May at the CLC national convention, and the congress has scheduled a summit of its top 10 officials to hold "a think tank" on the subject.

Morris and Broadbent said Monday the two groups have agreed to co-operate in formulating full-employment policies, setting economic priorities and working at Canadian Press OTTAWA Leaders of the federal New Democratic Party and the Canadian Labor Congress (CLC) agreed Monday to strengthen their ties, but they failed to resolve basic differences over the CLC proposal for joint social and economic planning by a council made up of government, business and labor representatives. "We discussed that (the proposed council) and neither group has changed its mind," said NDP leader Ed Broadbent. "But we both agreed on the need to increase labor's role and we have agreed to have further meetings." Joe Morris, president of the CLC, said following a meeting with top NDP officials that he has not altered his proposal to the would be more in line with meeting the needs of senior citizens, Phelps suggested. The petition recommends establishment of a department of senior citizen's affairs in Ottawa with an ombudsman to be appointed immediately and a study to be made of the need for lowering the pensionable age for seniors. No age was suggested.

time is long overdue when we should have a lobby in Ottawa the year round to look after the interests of senior citizens," Phelps said. "People are finding they have less to do mentally and physically. Also more and more people will become senior citizens in the future due to advances in medicine and those who do make it will be senior citizens longer." Canadian Press MOOSE JAW, Sask. A group of senior citizens is sending members of Parliament copies of a petition urging significant increases in pension payments and formation of a new branch of the federal government to deal specifically with matters relating to their needs. The petition was endorsed by association members at weekend meeting.

Joe Phelps, vice-president of the Saskatchewan Senior Citizens Association, said the petition asks that action be taken to increase the monthly pension from the existing rates of $220 for a single person and $332 for married couples. Incomes of $350 a month for a single person and $500 a month for a couple, as suggested by a recent Saskatchewan study, fied by 61 per cent of the approximately 2,000 local members who voted. "The word bad already got around the plants that they had a heck of a good contract," be said.

Although the total vote was for ratification, workers at the Windsor truck plant voted to reject the agreement. Brooks said the truck plant workers voted against the contract because they were not included in a section of the contract which permits workers to switch jobs in their department at the beginning of a model year, on the basis of seniority. The settlement met a key union demand by bringing all five Windsor and area plants under an umbrella agreement. Local contracts were also ratified at the trim plant in Ajax, outside Toronto, and the casting plant in the Toronto borough of Etobicoke. party MONTREAL (CP) A 29-year old member of the Devil's Disciples motorcycle gang pleaded guilty in sessions court Monday to six charges related to a police seizure of $20 million worth of amphetamine products known as "speed." Sentencing for Claude Ellefsen was delayed to January.

Jose Martindale, identified by the RCMPas Ellef-sen's right hand man, was sentenced to five years in prison on similar charges. Ellefsen was arrested with four other persons during a raid last February on what the RCMP de scribed as a "well-equipped laboratory" for amphetamine production in his home.
