Walter Hardwick, back from -a provincial government-sponsored tour of European rapid transit said Wednesday he was pleased with what he saw and feels more co-operation with the provincial government was achieved during the trip. Hardwick said he, Surrey Mayor Bill Vander Zalm and Jim Campbell, chairman of the Capital Regional District, will be making a formal report of their trip to the Greater Vancouver Regional District within a few days. Hardwick said he was impressed with the S-Bahn system in Munich. The system involves four subway-like-cars hooked together and the speed and efficiency of the system were noteworthy, Hardwick said.

The Vancouver alderman said he also liked the Bern-Wohl line in Switzerland. The Brussels metro system consisted of streetcars using underground lines in the core as a first step toward light rapid transit cars being added next year, he said. Hardwick said he and the provincial officials had several' chances to exchange views and he feels there is more understanding on transit than before. He said he didn't want to elaborate until he had a chance to sort out his ideas and present them in the joint report. As for Lorimer's statements several months ago that streetcars are in Vancouver's future, Hardwick said Larimer has meant light rapid transit cars all along.

Tel has decided to build its headquarters building on a six-acre site at Boundary and Kingsway, across from Central Park, in Burnaby. B.C. Tel earlier announced, then renounced, plans to build in the Bentall Centre, Pacific Centre or along the Vancouver waterfront. Phillips said the 24-storey tower proposed by B.C. Tel did not fit in with the city's plans as expressed in the proposals of federal-city waterfront consultant Dick Mann.

He said he encouraged B.C. Tel to locate elsewhere and to talk with Burnaby Mayor Tom Constable. The B.C. Tel building should prove to be a strong catalyst for a regional town centre proposed for Burnaby by the Greater Vancouver Regional District, he said. The mayor said Vancouver's action is a significant departure from traditional practices that saw municipalities competing for major structures making concessions and planning errors along the way.

In the past, cities have thought that development should be encouraged to add to the tax base. But too much growth can cause congestion and higher servicing costs, particularly for transportation. The dead youth is Wayne Leo, 14, and the injured youth Dalvis Charlie Hackett, 16. Police said Wednesday the youths were on a platform up a pole when they came in contact with equipment carrying 12,000 volts of electricity Tuesday night. Both were thrown to the ground.
