Weir, acting director of training in the pensions department, said today before the Commons reconstruction department that an educational revolution as well as an industrial revolution is possible after the war when the Dominion launches, its greatest adult education program. Speaking after tabling of his lengthy report based on the opinions of thousands of Canadians on rehabilitation, Dr. Weir referred to the educational opportunities being offered members of the forests. Business men's replies to questionnaires indicated they might display "over-timidity" in respect to employment possibilities, but at the same time they expected great industrial expansion in the post war period, he said. Despite such incongruous opinions, competent observers believed there would be not only full employment after the war, but also insufficient trained workers for available jobs. John R. MacNicol (P.C., Toronto Davenport), said he would like to see some "concrete evidence" that the government is planning jobs at which men can be put to work immediately after the war. Members of the a armed forces were, for the most part, highly trained, and many would be ready to go to work immediately on discharge. Pensions Minister Mackenzie said plans for post war projects are being drafted and "that will be one of the main jobs of the minister of reconstruction, who is to be appointed by the government." Leonard Frank Dies PHOTOGRAPHER PASSES IN CITY Leonard Frank, 73, veteran city photographer and pioneer of British Columbia, died in his sleep early today at his home, suite 9, 1245 Bute. Frank left Oldenburg, Germany, and landed in San Francisco. During two years in that city he met many mining men and the lure of mining prospects in B.C. drew him to Victoria, where he to found a job with a wholesale grocery firm. it wasn't long until he got into Alberni was a his territory and copper mining. While he was in his middle 20's he caught photography fever, thanks to a raffle.

At the Alberni mining camp he won crude camera. He got the habit of taking pictures, and some paid for copies. Then visitors began to ask for picture postcards, so Frank really got busy. HERE IN 1916. He stayed at Alberni until 1916 -long enough to take pictorial records of the last stage leaving and the first train arriving.

Moving to Vancouver, he opened an office in the Winch Building. Then with O. J. Rognon, who had helped him take pictures for The Vancouver Daily Province, he opened a shop laboratory at 553 Granville, an office that is operating still. Commercial firms, private persons and both Dominion and provincial governments wanted his work.

Some of his pictures of British Columbia, especially lumbering shots, appear in school textbooks. Others appeared in the National Geographic, Leslie's Weekly, Saturday Evening Post and other publications. PICTURE ON STAMP. He publicized his adopted province through B.C. pictorial exhibit at the San Francisco Exhibition, admired by thousands of visitors from many parts of the world.

For the Dominion Government he furnished the view of the city and Burrard Inlet which decorated the 50-cent postage stamp, one of the issue of June, 1938. He had photographed hundreds of famous persons, and took the pictures for the album presented to King George and Queen Elizabeth by the city of Vancouver during their visit. Others who faced his lenses were the Dukes of Windsor and Kent, Prince William of Sweden, five governors general Grey, Willingdon, Byng, Tweedsmuir and Athlone; President Harding, Lord Lovatt, Pianistcomposer Rachmaninoff, plorer Amundsen, Dancer Anna Pavlowa, Poet Bliss Carman, Violinist Fritz Kreisler, and Singers Schumann-Heink and John Mc.
