POLITICAL OBSERVERS here believe that even today Moscow's leaders recognize the fundamental differences in the situation vis-avis Czechoslovakia and that vis-avis Israel. Apart from geographical distance and consequent logistic problems, Czechoslovakia belongs to the Soviet sphere of influence tacitly recognized by the Western Powers. American aid against Soviet intervention could be interpreted as an attempt to alter the status quo. In the Middle East, on the other hand, it would be the Soviet military intervention that would present an attempt to change the status quo and thus risk Western retaliation. For reasons best known to the Czechoslovak leaders they were completely surprised by the invading Soviet and satellite troops try to force the hands oi the more reasonable Soviet leaders by creating large-scale hostilities in the Middle East.

On the other hand, instability in Moscow holds out long range hopes for Israel. The Kremlin leaders who decided on the invasion of Czechoslovakia were obviously the most reactionary elements and also happen to be the mainstay of the Arabs against Israel. But there are the progressive elements in the Communist bloc, and these may be expected to grow in influence as the Neanderthal policies of the hawks are discredited by failure. Such an event would be of obvious benefit to Israel. JERUSALEM (JTA) After the invasion of Czechoslovakia by Soviet and other Warsaw Pact troops, Prime Minister Levi Esh-kol convened an emergency session of the Cabinet.

This may seem strange considering the distance between Prague and Jerusalem and the fact that Mr. Dub-cek's liberalization process never reached the stage of renewing diplomatic relations with Israel that were broken off by his predecessors on Moscow's orders after the Six-Day War. Yet, it was quite natural that Israel's top leaders should worry about events in Czechoslovakia. There is widespread sympathy for Czechoslovakians in Israel, dating back to the late President Jan Masaryk's warm support of the Zionist cause; there is a Kfar Masaryk near Haifa and there is hardly a city or town in Israel which does not have a Masaryk square, Masaryk avenue or at least a Masaryk street. But it is not only a question of sympathy.
