42 NOVEMBER 25, 1938 of American Jews, assurances that American Jews will be exempt from the levy of 1,000,000,000 marks imposed on German Jewry and abrogation of the decree forbidding foreign, including American, Jews to continue in business in Germany. The. recall of Miller and the signing of the Anglo-American reciprocal trade treaty gave rise to reports that England and the United States may adopt economic retaliatory measures against Germany. Relentless War Promised While Foreign Minister Joachim von Ribbentrop, speaking at the funeral of Ernst vom Rath, the German diplomat whose assassination by a Polish Jew touched off the riots, was serving notice that Germany intended to defy the world and continue its relentless war on the Jews, the following new measures were taken against them: 1 Minister of Economics Funk announced that all Jewish property would be "transferred to German hands," that is, expropriataed, in exchange for government "annuity bonds;" 2 Tax authorities were instructed to refuse to give Jews certificates vouching that they had paid their taxes, thus virtually forbidding Jews to leave the country, since no one may cross the border without such certificates; 3 Propaganda Minister Goebbels' organ Der Angriff announced a new decree which would evict thousands of Jews from their homes Wealthy Jews were being held for ransom in order to extract from them the last penny of their resources Works of art belonging to Jews were seized Radios owned by Jews were requisitioned. Meanwhile, the newspaper Boersen-zeitung admitted for the first time that the despoliation of German Jews begun after the pogroms, had been mapped out long before the slaying of a German diplomat by a Polish Jew was made the excuse for the organized campaign of expropriation.

We reject and deny the idea of a huge Jewish ghetto in Africa, South America or anywhere else. If the Jew is to be taken out of Germany and sent to a "Jewish homeland" there is only one spot to send him and that is PALESTINE, which is now recognized as the only practically and morally possible homeland. If not Palestine, then it is "up to all the civilized nations to OPEN THEIR OWN DOORS to the refugee Jews of Germany as citizens in a world they helped to make as human beings with the inalienable right to have something to say about their own destinies.

We reject and deny the Nazi blasphemy that Jews are unfit to reside and work with their fellow human beings of every other race and faith in ANY and ALL the nations of the world. We challenge the sincerity of the British government in its pious solicitude for the welfare of the Jews of Germany. If it really means to maintain its honor as a free nation it can prove its sincerity not by offering the helpless and impoverished Jews of Germany the "opportunity" to go back five hundred years and build their own civilization from scratch in the jungles of Africa, but bv OPENING THE DOORS OF THE ENTIRE BRITISH EMPIRE. if the British government is really sincere let it OPEN THE DOORS OF PALESTINE to large numbers of German Jews. In Palestine there already is ESTABLISHED a civilization to which the Jews can find a possibility of life congenial to their abilities and energies and spirit as human beings.

Let there be no more turning of the library globe of the world to find some uninhabited and uninhabitable "Devils Island" to send Jews as though they were unregenerative criminals, moral lepers, or untouchable pariahs. Let Britain and America and all other nations of the world who still cherish the decency of law and humanity join in PROTECTING THEIR OWN INTERESTS AS FREE NATIONS against the onslaughts of Nazi Bolshevism by either demanding that Germany respect the laws of humanity by returning all citizenship rights to her Jewish citizens, or provide a homeland for them in Palestine, or open the doors of all the civilized nations to them. We repeat our rejection IN PRINCIPLE of the back-to-barbarism idea of mass migration of a whole people out of any nation in this day and age and their "settlement" as a mass in a primitive spot on the earth. And we reject without reservation any suggestion from any source, Jewish or non-Jewish, that the Jews of America or any other country assume to themselves the impossible burden that belongs to the civilized world. Jewish shops will not be permitted to open to serve the segregated Jews, who will be forced to buy from "Aryan" establishments.

Mass migration amounting almost to a third of Berlin's Jewry will follow a decree under preparation, removing Jewish tenants from protection of the tenancy laws. Jews Forced to Give Up Property Berlin (Havas) Jews owning real estate in the German capital were threatened with imprisonment if they refused to sign documents transferring to the Nazi Labor Front the administration of their properties. In Nuremberg the Labor Front summoned Jewish real estate owners and ordered them to sign documents transferring ownership of their property to the Front. Similar steps against Jewish property owners have been taken elsewhere in Germany. The Nazi press meanwhile continued its violent attack upon British and United States leaders who have condemned the anti-Semitism in Germany. S. lodged representations against damages caused to American property during the savage wave of vandalism. Two of the seven billion marks worth of property owned by the Jews in Germany has already been taken from them, Economy Minister Wal-ther Funk said here, and the government plans to take away the rest and to elimniate the Jews entirely from the nation's commercial life. 200 Reported Executed London (JTA) The diplomatic correspondent of the Manchester Guardian estimated that 200 Jews have been executed and that between and 40,000 Jews have been arrested" during the current anti-Semitic wave in Germany. The 200 executions took place in the Buchenwald concentration camp alone, he said, declaring that he had received confirmation of reports that 70 Jews were killed there the night before Ernst vom Rath died of wounds inflicted by a young Polish Jew.

(Continued from Page 1) We Reject the Principle of Mass Migration Many and varied are the suggestions and proposals for the "solution" of the critical plight of Jews in Germany by "mass migration." Almost every uninhabited (and uninhabitable) section of the earth has been mentioned as a new "Jewish homeland." Tanganyika, Nyassaland, Kenya, Rhodesia, Togoland, liritish Guiana, Southern Brazil, and Lower California among others are popular names in the newspapers these days that have excited a map-consciousness and interest in hitherto unknown geography. That these suggestions from prominent non-Jewish sources are well-intentioned and spring from honest humanitarian impulses we do not question. But we cannot share the spontaneous enthusiasm they have evoked from Jewish leaders whose statements in the public press hardly evidence the calm and deliberate consideration that ought to be given to proposals that so profoundly affect the welfare and destiny not only of the Jews of Germany but also of all Jews throughout the world.

The idea of transporting an entire segment of the population of a nation to some other spot on the earth's surface by approval and dynamic action of a "civilized world" in this day and age leaves us emotionally and rationally cold. And we are even less moved by the fantastic suggestion of a prominent American rabbi who in the intoxicating heat of mass-meeting oratory occasioned sensational headlines to the effect that an entire segment of the population of this nation accept a voluntary "fine" of to pay the cost of that unprecedented and morally and practically unsound scheme of mass exile to an unwanted spot on the earth. We refer, of course, to the unfortunate remark of Rabbi Edward Israel so widely publicized and misinterpreted during the week. And that we in turn be not misunderstood and misinterpreted, let us say from the outset in plain terms that we most certainly favor and urge the very fullest outpouring of support by American Jews to the relief and facilitating of migration of Jews out of Germany as a last resort emergency on the basis of the Evian conference proposals. But we do emphatically reject in principle and practice the acceptance of the monstrous Nazi affront to the conscience of modern civilization that every Jew in Germany be expelled from the country and dumped into some dismal corner of the earth thousands of miles and hundreds of years away from the civilization they contributed so greatly to build in a continuous residence of many centuries.

We reject any explanatory justification for this diabolical crime against history and justice and humanity. We reject without the slightest color of reservation the specious and false and outrageous intimations of the demogogic Priest Cough-lin that the Jews of Germany merit this horrible penalty because a handful of Jews in Russia were communists and another handful of Jews in Germany capitalists! And we reject every and all other excuses for Nazi sadism on the black libels that the Jews "monopolized" the professional, cultural and economic life of Germany! What if these charges were true? What if some Jews were communists and capitalists and monopolists! Are these things such crimes that they must be punished by destruction of property, exile, torture and death not only of the "guilty" but also of every man, woman and child who happens to be a Jew? If it be a capital crime to have been a communist or capitalist or monopolist what about the 6,000,000 non-Jewish Germans who were communists and still are and the tens of thousands of non-Jewish Germans who were capitalists and still are and the thousands of non-Jewish Germans who were and still are monopolists? Why doesn't Hitler throw all these "criminals" out of Germany and ask the world to finance their mass migration and settlement in the equatorial belt of Africa? Any human being with even a grain of intelligence in his head knows very well that there isn't the slightest reason or excuse for the mass expulsion of the Jews from Germany, and it is worse than folly for any Jew or non-Jew to "reason this thing out." The expropriation and persecution of the Jews of Germany outrages every elementary concept of international law and order and decency developed over the centuries by civilized nations. It is an offense' and an assault not only upon the minority of German citizens but upon INTERNATIONAL LAW, MORALITY AND PEACE. The victims happen this time to be Jews. But if the civilized world is to accept the doctrine of the expulsion by any nation of its "unwanted" people, the next time it may be the Catholics, and the next time after that the Protestants, and the next time after that any other classification of people they do not like for one reason or another.

Let us make this thing crystal clear. If any nation can expel any of its unwanted people on ANY ground of race or religion or belief, and cause the rest of the world to establish "new homelands" for them, then a new principle of international relationship becomes established and permissible for every other nation. If Germany can expel all its Jews and "dump" them in the lap of the world, what is to stop Poland and Rumania and every other country from "dumping" its Jews on the world? And after them any other classification of unwanted minorities? Where is this incredible barbaric principle of international chaos to end? If this damnable thing is wrong as a matter of international rule IN PRINCIPLE then the responsibility of stopping it right now is not upon the alreadv overburdened backs of the Jews of America and of the world but UPON THE NATIONS OF THE WORLD THAT STILL RETAIN A SEMBLANCE OF RESPECT FOR INTERNATIONAL MORALITY. And if the entire 600,000 Jews of Germany must be removed from that country and settled elsewhere, the colossal burden of cost of this staggering enterprise must be borne by those self-same civilized nations. The very suggestion of the term "fine" by self-imposition or otherwise upon the Jews of America and of the world to settle this CRIME AGAINST CIVILIZATION is repugnant to our every sense of justice, decency and dignity.

Note well here that we do not argue the fantastic astronomical figures of $100,000,000 of the eloquent rabbi, or the ability of the Jews of America to pay it or any other sum. The rabbi might just as well have blurted out 000,000,000 with the same amount of oratorical energy. Our contention is that as a matter of fundamental principle in this world crisis, the Jews of America are under no obligation AS JEWS to raise A SINGLE DOLLAR to establish a new and barbaric principle of international law. William Randolph Hearst proposed that the former German colonies in Africa, together with Portuguese Angola and the Belgian Congo be converted into a permanent homeland for the Jews under the protection of the United States, France and England.

Denmark, Norway and Sweden have agreed to accept 400 refugees each from the Sudeten area of Czechoslovakia. Holland undertook to allow the immediate entry of child refugees from Germany and indicated its readiness to admit adult refugees on a large scale as soon as detailed plans of settlement are worked out in London. The Jewish committee for Emigres in Amsterdam has created a guarantee fund of 1,000,000 florins to assist refugees admitted to Holland. Jewish refugees crossing into Belgium from Germany will no longer be turned back as during recent months, Foreign Minister Paul Spaak promised after conferring with the Dutch minister. Spaak said Belgium would do her share if other nations agreed to cooperate in finding asylum for the refugees.

Switzerland also granted permission for the temporary admission of a limited number of German-Jewish children. Seek Places for Children In London the Central Council for German Jewry asked the British government for unrestricted admission of German-Jewish children up to the age of 17 on condition that they are maintained and guaranteed by the Jewish community. Under this plan 5,000 children would be placed in hotels or camps and trained for ultimate emigration elsewhere. Meanwhile, the Assembly of the Church of England launched a drive for $250,000 to aid German refugees, and the Earl of Selbourne urged that all British dominions "should dare and do a great thing" by lifting all immigration laws. The Jewish Women's Labor Federation of Palestine began a movement by which every economically independent Jewish family in the homeland would be asked to adopt one German-Jewish child and provide it with food and shelter while Jewish institutions furnish education.

In New York Hadassah launched a nationwide emergency campaign to raise funds for the transfer of thousands of starving and homeless Jewish children to Palestine. Mrs. Mary Riis, widow of the late Jacob A. Riis, noted civic leader, suggested that Americans might be found who would be willing if necessary to underwrite the admission of one refugee apiece for as long as necessary. President Frank Kingdon of Newark university appealed to churchgoers of all denominations to contribute an amount equal to the cost of their Thanksgiving celebration to create a fund for Jewish and Christian victims of oppression abroad.

A reported plan to settle Jews in Lower California drew strong opposition in Mexico.
