A4 Thursday, February 16, 2012 NEWS Leader-Post LIBRARY FUNDRAISER POLITICS Saskatchewan Liberals look to the future RPL home lottery offers big prizes One of the options one woul4 think would be considered would be just sort of pausing and regrouping and not doing much politically at this point but that was not definitely not cerned that at some point the current (Saskatchewan Party) government could go to the right and the NDP would drift to the left more than they are, so that there had to be an alternative available to the public in the centre. Thats where the Liberal Party has always positioned themselves. The party is looking at appointing an interim leader until a leadership contest can be held at a future date. Members are being asked to provide suggestions by Monday There is still a lot of work to do to determine the partys strategy but there definitely was a go-forward feeling, Gallagher said. Theres not going to be any miracles.

I guess what was a surprise to me was the enthusiasm and willingness of everybody at the meeting to be a part of that process. ahallleaderpost.com I GUESS WIIAT WAS A SURPRISE TO ME WAS THE ENTHUSIASM AND WILLINGNESS OF EVERYBODY AT THE MEETING TO BE A PART OF THAT PROCESS. The two-storey, property, features three bedrooms, granite countertops, a natural gas fireplace and a wood deck, with the taxes paid to Dec. 31. In addition, there is potentially over $500,000 in cash up for grabs in the lottery Were hoping for a really good lottery this year and again thank our citizens for coming on board and supporting the library, said RPL board chair Darlene Hincks Joehnick.

The money thats raised from the lottery goes to restore our branches. The Prince of Wales branch a brand new branch in the city was totally funded by lottery funds. Were doing some changes to the Regent Place branch and others. Rather than going to the taxpayers for those capital needs, were relying on the proceeds from the lottery. This year, so far, we have a huge uptake from previous purchasers and for the 5050 draw, Joehnick said. We just see the interest building and building it does take a while and were very grateful to the citizens that support the Regina Public Library in this way They can see where their money is going. While fighting the ticket previously, Seib had argued he was a certified first responder; in some cases, the law allows for first responders to use such lights in the course of their duties. But a traffic court justice found that since Seib isnt a licensed first responder, his use of flashing red lights in this jurisdiction was unauthorized and even a hazard. In relation to the criminal matter, court heard Seib wasnt only using the lights for his first responder duties. On the evening of May 17, 2011 he used the flashing reds to pull over a vehicle in Regina, at which time he and the motorist got into a verbal argument when Seib took issue with the other persons driving. The driver in question reported the incident to the Regina Police Service and an investigation began.

When the police later pulled Seib over, the man reportedly had items that could have made him appear like an RCMP officer. While Seib didnt directly state at that time he was an officer, there was a suggestion he wanted to intimate he was, the Crown said. Seib ended up turning the tables to some extent, complaining to the Public Complaints Commission that some city police cars were also using illegal lights. A number of police vehicles, both in and out of Regina, had to undergo fixes as a result. On Wednesday, Seib told court hes made another change hes no longer acting as a first responder.

He added that had he been stopped in another jurisdiction while still an acting first responder, his flashing reds would not have been considered illegal. The conditional discharge comes with a 15-month period of probation with terms to include that he not possess a motor vehicle in which emergency equipment is installed that could potentially be used to stop or disturb other drivers. When Henning told Seib he hopes this sort of activity wont happen again, Seib responded, It never will." Trevor Douglas Seib had already been fined $250 for a ticket pertaining to the emergency lights he had on his personal vehicle.

On Wednesday, the 50-year-old computer analyst appeared at Regina Provincial Court to deal with a criminal personation charge to which hed previously entered a guilty plea through his then-lawyer Michael Scott. Scott withdrew prior to sentencing and Seib instead represented himself. Articling student Theo Litowski spoke to the case on behalf of the Crown Wednesday. Details were heard previously by Judge Bruce Henning and hed reserved decision to Wednesday After hearing further submissions, Henning handed Seib a conditional discharge, noting the man has no previous criminal record but does have a record for public service, including acting as mssmn ORDERED.
