Democrats are cautiously optimistic. The Democrats believe they will capture con trol of the House, are doubtful about winning the Senate, unless the Democratic tide is running unusually strong. ,1 Republicans know precedent is against them, in most past con gressional elections held in a non presidential election year, the "outs" the party not in power have gained seats in the House, sometimes Entered at the Post Office of Kane, Pa. as second class matter. the Senate as well.

e) RUSSIA STOPrED Russia, newly returned to membership in the International Labor organization, tried to take over control of theJLO at its recent Geneva session, but failed in every effort. Thii is reported by George P. Delaney, American Federation or international representative who attended the world labor meeting. Delaney said the Soviets failed in trying to substitute Red China for the nationalist Chinese; get membership for Red Romania; seat the Hungarian delegation to the ILO; win elective seats as a titular member or deputy member on the government body and elect Communist members or substitutes in the worker and employer groupt to the governing body. JET TANKER The recent maiden flight of the Boeing 707 Jet transport is expected to have more immediate effect in the field of military aviation 'rather than civil transport.

One of the major problems that has been confronting the Alt Force's Strategic Air Command has been the diffi 4 THE INDIVIDUALISTS OOMETIMES they are called "escapes," sometimes "volunteers." The name doesn't matter. They are tough, hardy independents which have adapted themselves to a hard way of life and which thrive and reproduce not only without the help of gardener or farmer but often in the face of his opposition. Most of them are flowers petunias, phlox, balsam, flowering tobacco, day lilies, an occasional hollyhock; but some are vegetables and shrubs the stray lilacs, the barberry that grows in old pastures, even the asparagus that lifts its ferny plume beside the country road. There are many, and they are persistent, and the broad minded gardener has to admire them for their vigor and independence. To the neat gardener and the methodical farmer, they are weeds.

They don't belong where they are, and they don't reproduce true to pattern, the pattern imposed upon them by the hybridists. They revert, phlox to the distasteful magenta, for instance But they do develop a hardiness, to drought and heat and insect pests, that the plant breeder sometimes finds useful; and on occasion they produce sports, new variants, and back to the gardens they come. Thus they do have their occasional value even to those who disdain them. But their chief virtue is perhaps symbolic in a world of persistent conformity. They go their own way, meet conditions as they are and survive by sheer persistence and root strength.

They need no coddling. They choose their own soil and climate. They fight their own battle of survival. There are times when it does a man's heart good to see a rejected phlox or hollyhock or even a petunia blooming in a waste place where all the odds are against success. New York Times.

By CHARLES M. McCANN United Press Staff Correspondent There are strong indications that the Western Allies hope to establish a defense base in Israel. It is even reported in London that Great Britain, is secretly sounding out Israel right now on the possibility of setting up a base at Haifa, chief port of the young Jewish state. The Haifa base would be one of several to take the place of Britain's present base in the Suez Canal Zone. It would menn the inclusion of Israel in Western defense organization against Communist aggression, and It would alter radically the present situation in the Middle East.

The implication is that the United States and Great Britain would make a major attempt to end the hostility between Israel and its Arab neighbors and get them all to cooperate in mutual defense against the common enemy, Red aggression, i Envoys OIhcuks Haifa Base London advices quote reliable reports that the British ambassador to Israel had discussed with the Israeli government the possibility of establishing a base at Haifa. The London reports say also that British War Secretary Anthony Head mentioned the Haifa question last week when he made a speech in secret to 40 "rebel" members of the Conservative Party who strongly oppose the evacuation of the Suez Canal. It looks now ns if agreement with Egypt on the cannl is Imminent. Britain seeks, under the agreement, to rcoccupy the eanal zone In the event of a Communist attack not only on any of the Arab countries but on Turkey and Iran. But a United Press London dispatch said Monday that it is now reported Britain intends to evacuate Suez even if agreement with Egypt fails.

Cyprus New Headquarters It has been made known that the island of Cyprus Is to be the new headquarters for the British Middle Eastern Command. Britain seeks to organize a series of bases in which troops evacuated from Suez would be distributed. These includes, besides Cyprus, Tripoli on the coast of Libya and Alexandretta on the southwest coast of Turkey. The report that Haifa might also become a base may be surprising, but from the viewpoint of the Western Allies it would be logical. If Moscow starts attacking Prime Minister Moshe Sharett of Israel soon, it may he taken as a' sign that the Kremlin expects his country to be included in new Western defense plans for the Middle East.

A decision by Sharett and his colleagues in the Israeli government on the issue of Joining with the West in defense would be a momentous one for them. But if Israel could be included, on terms it felt good it would be a triumph for the 61 year old leader, himself Russian born, who went to Palestine as a boy of six. The chief drawback to this has been the slowness of the KC 97 stratotanker tfhich has been the workhorse in this field. The jet bombers, which normally cruise at 40,000 feet or higher at speeds in the sub sonic range have had to come down to 20,000 feet and throttle back to about 300 miles hour in order to refuel from the slower tankers which cannot flv a the altitudes of the jets. With the 707 fitted out as a tanker, the speed and range of the 47 bombers and their big sister ships, the will be lengthened immeasurably and eliminate one of the bottlenecks at SAC. However, they are not quite as effective as penicillin in eliminating the streptococcus germ. Most Elfectivo Penicillin, given by mouth on a daily basis, has proven most effective In preventing recurrences of rheumatic fever in those who have already had attacks. This Is especially Important because it has been found that these recurrence are particularly likely to reappear In the unprotected patient during the first five years after the first attack.
