The matter wad placed in the hands of the executive committee, which went quietly to work and secured the assent of every employer in Rosslar.d to the proposed change, and also an agrement between them and the union for one year. At a special meeting of the union held last Sunday, it was decided to put the new scale into effect at once, and the next day the shorter work day was inaugurated without trouble of any kind. H. Hutchins. superintendent of the Mother Lode mine in Deadwood Camp, was thrown from his horse last Saturday evening, sustaining a double fracture of his leg below the knee. He was taken to the Greenwood hospital. Iji.it Wednesday a lire was started on the west end of the Old Ironsides town-site, and spread so rapidly in the underbrush that a force of men was called out from the mine to stop its progress.

The house of A. 8. Williamson and the Eastern Townships bank building had a narrow escape, and were only saved by prompt action. Since the Boundary trains began coming into Greenwood at 111:30 p.m. last ilonday, we have been receiving all mall matter nearly a day later than heretofore.

That Is. instead of being an improvement In the mall service. It is decidedly worse than It was. The Ross-land and Nelson mall does not reach Phoenix till the second day, and tha Spokane mall till the third day. Our business men do not appreciate this deterioration of the services and are hoping that the C.P.R.

will shortly give us train service direct to Phoenix. CASCADE. Two hours after he was Inst seen on the street, Mr. Alexander Lynch, a pioneer of Cascade, was found dead in his room at the Commercial hotel yesterday morning about 10 o'clock, of paralysis of tho heart. Ills two sons, ono of Portland, the other of Ellensbiirg, have been notitled and will be here to take charge of the body, which will be kept till their arrival.

Deceased was about 66 years of age, a native of Toronto, and of gental disposition. Few sections of the Boundary country are more healthful than Cascade, in corroboration of which claim we note with regret that Mr. Joseph Schaick has found the drug business unprofitable here and has packed up his drugs preparatory to moving on to a community where the germs of disease are more prevalent. A man named Ell who started to work In the V.Y.T. sawmill Wednesday, lost his left arm this morning while cleaning out the bsw pit. It appears that he slipped and fell and the saw caught his arm It off above the elbow, lie was taken to the railroad hospital and is now under charge of Dr. Nicholson. On Thursday afternoon a young man named Burson, while helping to push a scow off the ways on tho lake front, was caught between a rock and the scow and had one of his ankles quite badly injured.

On examination, however, It was found that no bones had been broken, and he will doubtless be all right again in a few days. Dr. Carroll, a well known physician and capitalist of Vancouver Wednesday, nnd after spending a day or two In town leaves for White Horse and Dawson, where he is Interested in various mining enterprises. Every A number of property holders and real estate men of this city were interviewed yesterday for the purpose of ascertaining If there was any ground to the rumor that they had decided to combine to restrict the spreading of Japanese throughout the residential portion of th'i city.

While apparently none of the gentlemen had had any intimation of th? subject, a number of them staled that such a move would coincide exactly with the views they had entertained on this subject for some time. Tilings have come to such a pass that the quarter of the town set apart by the authorities for the residence of Asiatics has grown too small; the myriads of little brown men who have invaded our shores during the past few months h'ive found the accommodation all taken up in their allotted section and have hied, with bag and baggage mostly bag to others quarters of the city. The city will be put to greater expense in extending the area under tho supervision of the health department and the citizens will pay the shot. Sanitary Inspection of the dwelling houses of the orientals must be incessantly maintained or the city at some future time will find itself In the clutches of some dread disease the like of which Is only known to follow in the footsteps of the uncleanly Asiatic. San Francisco has just recovered from a lesson on this subject, which, though only a mild one, she Is not likely soon to forget.

It would be In the interest of the general health and pockets of the citizens if some action looking to the definition of the Asiatic quarter ere to be taken. NEWS OF THE MINES. GRAND FORKS. Shipments of ore from the B. C.

Mine, Summit camp, to the Trail smelter average two car-loads daily. A. L. White, the Montreal representative of the Graves-Miner syndicate arrived here to-day, and will mike a tour of the various camps of the Boundary. An unexpected strike of galena ore was made a few weeks ago In the City of Pails mine in Central camp.

As the smelter here is unprovided with a lead stack. Jay P. Graves will send all the ore of that character from the mine to the Trail smelter for treatment. The first carload was despatched yesterday. Dr.

Richards and D. D. Munro have gone to the Simiikaineen to look after their extensive mining interests in that district. The receipts of sulphide ore at tho smelter here- from the City of Paris mine thuR far aggregate fifteen hundred tons. The new compressor and pow er house buildings at the Knob Hill and Old Ironsides are nearing completion.

The additional plant to be installed next month Includes two 80 h. p. boilers, two large hoists, air receivers, two rages, a station pump and a surface condenser. H. N.

Galer yesterday made the last payment of J12.M0 on the Hartford claim, Wellington camp to the late owners, John Rogers and H. Jones. The total amount of the bond was Development work Is now In progress on the one hundreu foot level. The Morrison Mines. Limited, owning the Morrison in Deadwood camp has levied a second assessment of three mills.

Harry Donough, who returned to-day from Franklin camp, fifty miles up the north fork of Kettle river, reports that over forty men are doing assss-nient work In that vicinity. H. Jackson, has a force of twenty men at work on the Black Bear and Wide West groups located at the head of Pool creek. A contract has been let on the Pon-tlac, a gold property which has been recently stocked, for one hundred feet of tunnel, of which thirty feet have already, been completed. With two shifts at woik and easy rock it will not be long till this property Is heard from. Assessment work on the Alma, has disclosed a new strike of four feet of shipping ore.

This Is the third big strike made on this group and W. H. Jackson holds an option on It, and stands a line chance of having a mine on Pool creek in the near future. Mr. Roeck is at work on the SMkirk group with eight mm; the trail and cabin are completed and development work Is started.

E. Rosenberger holds an option on the Eva group and there Is every reason to believe that the deal pill be completed In the near luture. Messrs. The Boxer rebellion, which is believed to be a mere prelude to greater things, the overture before the drama, is Just now occupying the centre of the stage. a believed to be a part of Russia's scheme for seizing Pekin.

The landing of troops by other nations has put an international aspect on the matter that may checkmate tho Russian designs. The Japanese are watching jealously any atteroept to move Russian troops forward. The whole situation, it will be seen, is strained to the breaking point. If war should break out now It would find Great Britain well prepared on sea and Japan on both sea and land. Groat Britain has on the Asiatic station thirty-eight vessels of all classes.

Of these three are powerful battle ships and four are armored cruisers. Besides these, she has one first-class cruiser: four second-class cruisers, one-thlni-class cruiser, fifteen gunboats, three torpedo boat destroyers, three coast defence vessels, three auxiliary cruisers and one despatch boat. All these vessels have been newly fitted up and are up to date. Their complements of men are full. They are on a war footing.

BRITAIN RICH IN Britain has plenty of convenient bases. Bhe has coal, provisions and stores at Wei Hat Wei. At Hong Kong she has another depot, and at no time would her fleet have to travel far for supplies or repairs. Japan has lot vessels three battle hips, seven f.rst class cruisers, live third lass cruisers, seventeen gunboats twelve torpedo bouts, ten coast defence boats, and three despatch boats. Her torpedo boat flotillas are wonderfully effective affairs and manned by Japanese crew who are absolutely fearless.

Japan's war ships are honestly built and up-to-date. Her policy has been to discard untiquateU vessels and build new ones us fust as types changed. Her erlps ure built with especial reference for waters adjacent to the island empire. Her ships are swift, powerful nnd adapted to the work they would be called on to do. Her harbors are many, good and well defended, and her personnel allowed Itself In her war with China, when she astonished the world.

She has plenty of coal, good repairing facilities, ammunition without limit, and, in short, Is able to powerful a foe ns Russia, whose navy is not so clean as hers by a good deal. The Russian fleet on the Asiatic station Is comparatively unknown quantity. It may develop a hidden strength beyond expectation. It Is kept close to the home base on the east coast of filbeiin. But the Japanese spies have been Industrious, and Japan probably knows Just what she has to contend With.

It Is known that bIis had two battle Ships In readiness, five urmored cruisers, one first-class and two third-class cruisers, eleven gunboats and nine torpedo boats, it Is In the possession of Port Arthur, tho "key to Pekin," that her greatest nRval strength Is manifested.
