By ALEX STRACHAN It's called Citytv. Just that. Not Citytv-Vancouver or BC Citytv or Citytv BC, but Citytv. Just as it is in Toronto.

Only it won't be like Toronto. The people behind Vancouver's latest "new-look" TV station say this Citytv will reflect Vancouver's strong local voice, and in so doing provide a distinct alternative to other conventional stations already on the air. The station now known as ckvu 13 will not be new so much as changed. The address remains the same 180 West Second Ave. but the look, they say, will be decidedly different.

The official change-over date is July 22. There will be no street party, no festive celebrations as there were when The New VI debuted in downtown Victoria last September. Instead, there will be the flick of a switch and voila. Goodbye ckvu, hello Citytv. New programming won't be ready for public view until mid-September, when the new season launches across the board for all local stations and national networks.

At an official unveiling Thursday evening in front of station employees, local advertisers, sales reps and marketing analysts, many of the new-look details became clear, however. Local programming will be boosted to more than 27 hours week from just under 11 hours. The local newscasts will be renamed CityPulse News, as they are in Toronto, and hope to deliver the same tonal combination of attitude and street smarts that, in the corporate vernacular of Citytv's owner, CHUM provides a "unique combination of original, culturally diverse, locally focused programming, high-energy news and stylized method of presenting acquisitions." CHUM one of Canada's more prominent media companies, owns and operates 28 radio stations; eight local television stations, including stations in Ottawa, Windsor, Barrie, Ont. and London, local stations in Colombia, Spain, Finland and Argentina; and 17 specialty channels, including Much-Music, Space: The Imagination Station and Bravo! Citytv reaches an estimated 1.2 mil Speakers Corners could be used on Breakfast Television, for example, for town hall meetings, in lieu of suburban studios or roving camera-van units. Citytv will also use a portable Speakers Corner, for special events such as street parties and community festivals.

Citytv's prime-time entertainment line-up will include familiar New VI and CHUM fare like MediaTelevision (billed as "The Modern Art Science of Startv: The Show You MovieTelevision the Film Junkie in All of FashionTelevision More Than What You and Sextv: The Show Wicked. in addition to U.S. sci-fi imports like Enterprise, Buffy the Vampire Slayer and the Fraser Valley-bound Smallville. New U.S. series this fall on Citytv andor The New VI will include the comic-book themed Birds of Prey, the Sixth Sense-inspired Haunted, starring Matthew Fox as an ex-cop-turned-private-eye who discovers he can talk to the dead; John Doe, about a man who wakes up one day to find out he knows all there is to know about the world, except who he is; and an eclectic mix of recent Hollywood studio films, independent films and foreign fare.

Based on season performance to date, some media analysts believe the writing is already on the wall, where the new Citytv is concerned. David Stanger, president of Stanger Associates and one-time media buyer and regional president of the national ad agency Genesis Media says Citytv's strategy was clear from the moment CHUM took over ckvu 13. "Both ckvu here and The New VI over on the Island are bang-on in terms of where those of us in my industry thought they'd be, in terms of audience," Stanger said. "There are no disappointments; there are no surprises. Shows like Enterprise are significant ratings hits.

They are running blockbuster movies in prime time, as they do in Toronto For the most part, they are a non-factor in news. But I've said all along that the news opportunity for CHUM was not to go head-to-head with CTV and Global. It was to, once they got themselves established, be tomorrow's adult newscast, by starting to grow a young audience today and having people grow up with them. They see Citytv's revamped, youth-oriented, multicultural look appealing to a different kind of viewer, one who doesn't watch much TV, or who perhaps doesn't feel he, or she, is fulfilled by the mainstream, more traditional news stations.

The details: Beginning in September, Citytv will unveil a daily, three-hour breakfast program, Breakfast Television, hosted by Double Exposure hosts Bob Robertson and Linda Cullen and former urban rush wranglers Michael Eckford and Fiona Forbes. Current late-night anchor Simi Sara will anchor Breakfast Television's early-morning newscasts. One-time Citytv (Toronto) and VTV news anchor Monika Deol will host the station's revamped CityPulse 11pm newscast, with Dag Sharman, Mike Bow and Dan O'Toole in supporting roles. Russ Froese will continue to anchor the station's 6 p.m. newscast, with Mark Driesschen and O'Toole.

(Froese's co-anchor, Jennifer Mather, left the station for personal reasons earlier this year.) Gill will host Citycooks, a cooking program that will emphasize food and cooking from different multicultural and ethnic backgrounds. CJSF deejay Trevor Chan will host a music video program, tentatively named Divercity (rhymes with that will showcase independent and underground world music. And in perhaps Citytv's boldest move, as many as a dozen "Speakers Corners" a coin-operated "video soapbox," or televisual version of the letter to the editor, that enables viewers to rant and rave about whatever issue moves them will be distributed around the Lower Mainland, in locations from the North Shore to Surrey Town Centre, wherever people congregate in large numbers. This is notable for two reasons. Unlike Speakers Corners at Citytv in Toronto and The New VI in Victoria, which are anchored at the stations' downtown locations, Vancouver's Speakers Corners will be scattered throughout the region.

In addition, Vancouver's Speakers Corners will be fully interactive and will double as mobile cameras, allowing two-way communication between viewer and station. 1 and Nov. 25 of last year a key eight-week period following the Sept. 11 terror attacks showed that ckvu 13 was seen by 30,700 viewers. That compares unfavourably with Global BC's market-leading share of 210,120 viewers, and BC CTV's second-place share of 45,800 viewers. Another 35,900 viewers watched CH Victoria, and 34,500 watched the local portion of CBC's Canada Now.)
