Snow, in addressing the King County Good Roads Association last week, outlined a public highway from Seattle almost directly eastward across the Cascades through Waterville and Spokane, which he pronounced to be the ideal thoroughfare connecting the two sections of the state. Snow said in part: "State roads being located in the sparsely settled and mountainous districts, are built entirely at the expense of the state.
