Why wonder then at the failure of the banks to fulfil their obligations.

No one certainly will deny the impossibility to pay a note of $8 50 cts. with $1 00, unless the note should be depreciated seven dollars. It is contrary to the nature of things, or of all sound philosophy, suppose that they (the Batiks) could have sustained themselves under such provided the people their stability. All that was required to make public their bankruptcy, was to set the" ball in motion and here they may be compared to an airy bubble floating upon the surface of the water, Avhich the least breath of air will burst and vanish The air being seperated from the water the eye can seethe bubble no more. In like manner has specie broken its connexion with paper, and assumed for itself its natural station.

As fiction counterfeits reality, so paper counterfeits gold and lver, to subserve the interest and 'con-veniency of a few, who have robbed the people of their liberties and ruined their governments, throughout all ages of the world. Allow me, Mr. Editor, to make one remark more, and I have done for the present. I observed in your paper the proceedings of the Democratic meeting of Upper Freehold, in which I find a re commendation or an approval of an anti-bank State Convention, of which as well as others with whom I have conversed upon the subject, most heartily approve, and hope that it will be carried into effect with as little delay as possible, as bankruptcy contemplates a Slate Convention to aid them. In my former number I said in conclusion, that "the banking system was conceived in sin brought forth in iniquity its operatons unjust and its effects diabolical." These conclusions "were not premature, but originated from an observation of many years, together with the various authors whom 1 have had the pleasure and opportunity to consult. From life Bank of Venice down to our li0000 dollar State'Banks, their histories have I consulted, in order that I might be perfectly satisfied in relation to their operations and effects. But what would avail all this, tfidess i promulgate the results of my irrl qumes therefore, the tew followHigl remarks are presented.

Instead of spiteing our spite out upon the effects, we should endavor to trace effects to their proper sources; for you may rest auted, that so long as Hve legislate to stop effect, whilst causesjslhM exist, the proper remedy will not bye applied. Every man of common under- standing knows that effect follows cause as cerlai lv as life and death. Hence, it necessarily is our duty to search but the cause, and having found it, to apply a remedy, which will prove effectual it eradicating the evil. The cause in my opinion, that has produced the disaster-mis state to which our country has now arrived, is our present banking system One cir two circumstances will serve to place this beyond doubt. The price of wheat flour has raised during the last year, from nine to fifteen dollars per barrel formerly it could be purchased at an overage nf'ahuut six dollars.

For it is a well known fact, that the wheal crops of the last year were purchased of the farmer be fore they were reaped, and these same (peculators have had the control of about ten of the Western Banks to aid them in their diabolic il schemes of spe culation Thev pay the farmt-r in their worthless Bank trash, which cost them comparatively nothing and at the time those purchases are made, these hanks will not discount or loan, order to pro duce a scarcity of money, except with the speculators, to whom they lend freely, until they (the speculators) have fully accomplished 111. ir designs, ther the banks expand to their utmost extent, for the purposes of filling the country with their irredeemable paper promises, to inflate the currency, to add to the mass of depreciated trash already in circulation, in order to raise the price of flour upon the people. Because every new emission calls for another emission, and as the paper depreciates so must the quantity be increased.

Every new emission produces a rise in prices, until its extension becomes so great, that the small foundation on which it rests, is no longer capable of sustaining it then the immense fictitious fabric topples to the ground in ruins, and we are compelled to receive its decayed and broken parts, as though it were based upon a solid and permanent foundation. Such are the facts at the North and West, and such are the operations in the South. The Exchange Committee of New Orleans have control ot an us pnn cinal banks. Thus the Committee are, by the relation in which they stand to banks, enabled to control their funds. a r.H iipnee purchases of the cotton crops are made by them before the seed hMPti sown.

Can we then mistake the causes which produced the com mercial embarrassment throughout the Union. I think not. Rut besides those speculations alrea dy spoken of, there are others of equal, if not greater mairnitude.
