Skulsky said he expects the two groups to take on more special projects, such as a series of stories on school-ground bullying on which The Province and BCTV cooperated. As well, using one reporter to cover routine news events for several outlets could free resources to improve the newspapers' coverage of Greater Vancouver's suburbs and Vancouver Island, he added. The CRTC noted "Global's level of cross-media ownership is particularly high in VancouverVictoria." The CRTC said media cross-ownership "could potentially lead to the complete integration of the owner's TV and newspaper news operations," resulting in "a reduction of the diversity of the information presented to the public and of the diversity of distinct editorial voices." Also in the decision, the CRTC turned down Global's application to scrap broadcast advertising limits during prime-time hours to better conform with the larger commercial slots available in simulcast U.S. shows. CTV and much of the advertising industry opposed changing the current regulation from 12 to 14 minutes, a move Global said could generate up to $5 million more revenue annually.

Noble said Global will "seek changes" to the prime-time commercial restriction. "It is our belief that in the current TV environment, it is no longer necessary to regulate advertising limits," he said. CTV president Trina McQueen called the CRTC ruling "fair and rigorous." She said CTV would have preferred a voluntary policy on how the network interacts with The Globe and Mail but would work toward an industry-wide code under the Standards Council. The ruling will give Vancouver TV station VTV, which is joining the CTV network this fall, access to TV markets in the B.C. Interior.

Until now, BCTV has been the only Vancouver station with a significant presence in smalltown B.C. The commission authorized Interior cable-TV stations to pick up VTV's signal this fall, giving viewers there unbroken access to CTV programming. BCTV's signal will continue to be available in the Interior, but instead of CTV content, it will provide Global programs to markets that haven't seen them before. The CRTC ordered Interior cable operators to "cover" VTVs non-national commercials with local content to protect smalltown stations from losing regional advertising to big-city statioa It also told BCTV to continue to cover such advertising on its Interior rebroadcasting facilities. The station threatened to stop covering its regional ads if VTV was given competing access to Interior markets.

"We can live with that," Noble said. "I'd rather my ads were shown there but I understand the situation of the local broadcasters and we're happy to assist by deleting our non-national ads. "The fact that CTV has to play by the same rules is semi-okay. It's not ideal but it's something that we will live with."
