Behind the scenes, one-time news producer Helen Slinger was let go after a brief stint with VTV and replaced by Lynn Raineault, a news executive from MSNBC in New Jersey. Slinger earned the respect of many VTV reporters during her tenure and her dismissal sparked a controversy that was aggressively reported by some Vancouver print media.

Festinger said turnover is a fact of life in the news business. "Obviously, you hate to lose the good ones," Festinger said. "But it also suggests you made the right decision hiring them in the first place." Festinger said the turnover at VTV is not unusual for a new station, nor is it out of line with any other local broadcaster. Losing a reporter to CNN reflects VTV's ability to spot and ing as an economic layoff. "It doesn't reflect in any way on Bob's work," Festinger said.

"Bob's leaving was based strictly on economic considerations." McLaughlin could not be reached for comment. IVTV is owned by Toronto-based Baton Broadcasting which also has controlling interest in the CTV network. Earlier this month, CTV laid offl31 full-time employees slightly more than six per cent of its work force after letting another 334 employees go last spring. VTV escaped both rounds of layoffs relatively unscathed: McLaughlin's was the only job cut in the recent round of CTV layoffs. Last spring, 12 full-time and three part-time VTV employees were laid off.

McLaughlin's departure is the latest in a series of changes that have kept the behind-the-scenes makeup of Vancouver's youngest TV station in a state of near-constant turmoil. In the 19 months VTV has been on the air, junior reporters Festinger admitted feeling stung by criticism in the wake of Slinger's departure. "That was the first big change to a brand new station, and change can be difficult. It can feel very threatening. There was a lot of passion involved.

But there are two sides to that coin. Passion is what will make us successful in the end. "Does it hurt? Sure it hurts. Of course it hurts. We're all human.

But will it change what you do, if you really believe that what you're doing is right? You just do the best you can. Time is going to tell this story." Not all is doom and gloom for the new station. A surprisingly competitive prime-time schedule, which includes unexpected hits like Charmed, 7th Heaven and Sports Night, and a renewed sense of purpose in VTV's local newsroom have helped bolster morale. You have some good ones and you have some that don't auite find the mark. What I like about the show, though, is that it is different. There's not another show on television like it. Millennium is unique in its content, its philosophy and its look. It's very much like Max Headroom in that way, and I do think television would be a lesser place without it."
