market Emap's purchase of Petersen will form world magazine giant with 360 titles. titles geared toward car lovers, teens, gun collectors, surfers and businesspeople. Petersen, founded 50 years ago with the launch of Hot Rod, now publishes 132 magazines and has expanded into trade shows and television programming. Its best-selling magazine is Teen, with a monthly circulation of about two million, and other well-known titles include ASSOCIATED PRESS NEW YORK British publisher Emap Pic is roaring into the U.S. magazine business by acquiring The Petersen Companies publisher of Hot Rod, Motor Trend and scores of other special-interest titles.

The $1.2 billion US deal, announced Tuesday, will create one of the world's largest magazine publishers, with about 360 able us to invest in future growth," Downing said in a statement. The cuts, which also involve its finance, human resources and administrative services divisions, will be made by year-end. The news department won't be affected. The Times said it plans to announce further cost-cutting, which will be smaller in scope and limited to a few departments, by the end of the year. Los Angeles-based Times Mirror, which also has been restructuring other parts of its business, has said it will take pretax charges against earnings of $200 million to $225 million US this year for the restructuring.

The Times said the 500 job cuts will be made through involuntary programs. Full-time workers will get a severance package of from 18 weeks to two years of pay, depending on their years as employees. Part-time workers will get 12 to 18 weeks of pay. About 370 of the cuts involve part-time workers, a representative for the paper said. BLOOMBERG LOS ANGELES Times Mirror Co.

said Tuesday its flagship Los Angeles Times, the largest U.S. metropolitan daily newspaper, will fire about 500 workers, or 7.8 per cent of its staff, in its second round of cost-cutting in two months. About 380 jobs will be cut from the circulation sales division of its consumer marketing group, part of which will be folded into its advertising marketing department. The moves, led by Times president Kathryn Downing, follow last month's decision to cut 250 workers and come as Times Mirror contends with slowing ad growth that's led to shrinking profit at the paper. Times Mirror also has been shedding assets to focus on its newspapers and magazines, though high costs and a soft advertising market, particularly for lucrative classifieds, have led to a 10-per-cent decline in its stock this year.

London-based Emap publishes more than 130 consumer magazines in Europe, including the men's magazine FHM, teen titles such as Smash Hits and Big, and music, auto and Internet publications. It also publishes 72 trade magazines and owns 18 radio stations in Britain. Emap has been foiled in previous attempts to enter the American market, including being outbid for Petersen two years ago and also losing out on Walt Disney sale of trade publisher Chilton Co. last year to Reed Elsevier Pic.

Emap chief executive Kevin Hand said the Petersen purchase will provide his company with a launching pad to expand its magazines in the United States or to pursue further acquisitions, particularly in men's, teen or music publications. "The opportunities in the States, I think, are fabulous," Hand said. Petersen chief executive James Dunning Jr. said the companies have already identified possible purchases, but would not identify them. Emap is paying $34 US a share in cash for Petersen, sending its stock up $2.18 to $33.50 on the New York Stock Exchange.

Petersen shares soared 33 per cent Monday when the companies revealed they were in merger talks. Emap and Petersen together will have revenue of $1.5 billion US and more than 6,000 employees. An investment group led by Chicago-based investment firm Willis Stein Partners, Dunning and other Petersen managers acquired the company from founder Robert Petersen in 1996. The company has since launched or acquired 60 magazines, and went public in October 1997. Newer titles such as Surfer and Skateboarder have tried to reach out to active teens, the target audience for next fall's Gravity Games an extreme-sports competition produced by Petersen that will be broadcast on NBC.

Small company sues Microsoft over mouse so far above this magazine that I don't feel his presence." Cars magazine had an average circulation of 118,127 for the six-month period that ended in June, according to the Audit Bureau of Circulations, while Cat Fancy had 272,870. Both bimonthly magazines are priced at $2.95 US. "I think Cat Fancy does a good job," Reilly said. "But we are going to take the reader farther." Car Fancy's publisher, Norman Ridker, said: "They're a bil-lion-and-half-dollar company. Sure, they can take us on." Ridker added that Fancy Publications had filed a $12-million lawsuit in Federal court in Los Angeles against Cars for a variety of copyright infringements.

A Primedia representative, David Adler, said that Primedia was not concerned about the lawsuit. "They are trying to use the courts to stifle fair competition." In the meantime, Reilly is concerned about other matters. She said there was only one potential downside to editing Cats. "All my friends say, 'You'll never have a date There's this terrible stigma about single women and cats." Cats magazine takes on Cat Fancy, the big one on the block. One lawsuit has already been launched.
