There is no lack of intelligence among many members of the senate and house and they have good reasons for their beliefs and contentions. This is not a calamity; it is a national blessing. More than mere price factors' are involved in these considerations.

The matter of politics, which the midwest legislators have suggested, is also important. If a parity reduction law means defeat of Republican congressmen and a majority for the Democrats next year, is it worth it? There are other vital programs which the President has planned and which probably cannot be achieved without a Republican majority. This isn't completely rigid, of course, but it is worthy of study. A defeat of the President's program for farm prices may mean victory for many other legislative objectives. That is the basis for consideration.

It is the traditional and extremely valuable compromise principle on which governments aside from dictatorships must operate. So if the Congress decides that President Eisenhower's farm plans are not acceptable, the plans will not become operative. Secretary Benson will be disappointed, of course, and he may resign. If so, the government will lose an outstanding public servant. We would hope, however, that Secretary Benson will take the defeat, if it comes, with good graces, which we are certain he will, and that he will not consider it a loss of prestige which makes resignation imperative.

He is too good a man to lose. Whatever happens, it will not be a catastrophe and for this the American public can be grateful.
