Hydro has to chip in $373 million Selected closing figures Irom Friday TOKYO (yen) Curr Prev per cent from $228.2 million a year earlier. CHCH, WIC's expanding television station in Hamilton, showed "particular improvement" with a 20-per-cent revenue again. But Grossner said analysts have been disappointed with WIC's profits since 1995. He noted that WIC has "added substantially" to its cost base by becoming an aggressive buyer of national program rights for U.S.

programs. "They have a greater ability to reach the national market than previously, and they're incurring much higher costs for programming than they have in the past," he said. "They're taking a serious run at becoming a broader-based network." Whether the strategy succeeds depends on how well its program buyers fare against buyers from Baton and CanWest in Los Angeles this summer. "It's an expensive process, but if you end up getting hit shows and you attract the viewership, youll be able to capitalize." end results, the last 12 months are shaping up to be profitable for the utility, and a bonanza for the provincial government. In the nine months ended Dec.

31, 1996, Hydro's profit surged 248 per cent to $247 million from just 71 million a year earlier. Revenue jumped 7.7 per cent to nearly $1.77 billion as gains from the residential and light industrial and commercial sectors offset lower revenue from big industrial users such as pulp and paper plants. Extra water also allowed Hydro to dramatically increase its spot market electricity exports during the period, racking up sales of $135 million in the first nine months compared with only $37 million in the year-earlier period. "Residential revenue was up $52 million over the same period last year, $40 million due to colder weather and $12 million due to 28,000 new residential customers," the Crown corporation said. Finance charges fell by $80 million, reflecting lower short-term interest rates, the refinancing of $800 million of U.S.

bonds at significantly lower rates, and a lower average net debt load. Hydro is also likely to have a couple of more good years because of a large snowpack. Continued from Bl B.C. market." Although the cuts were announced after stock markets closed, they had been widely rumored and WIC's shares rose 65 cents on the Toronto Stock Exchange to close at $25.25. That's close to their highest level, set more than a year ago when WIC was the object of a hostile takeover bid by CanWest Global Communications of Winnipeg.

WIC traded in the $15 range in 1995 before takeover fever hit. Now that the threat is gone, the high price level shows "we are be-ginning to be recognized for the things we are doing," said WIC president John Lacey Festinger's last major task for WIC was to protect the company from the CanWest bid in a court case that stretched from late 1995 to last month, when B.C. Court of Appeal ruled nonvoting shares of WIC could not be converted to voting shares. WIC said its revenues for the six months were $242.8 million, up 6.4 Continued from Bl million, or about one-third, of Hydro's gross revenues in dividend payment, water rental tax, and property and other taxes," said Dick Bryan, manager of energy and environment at the Council of Forest Industries of B.C. "It's far higher than any other province." The government said in the last budget that Hydro is going to have to chip in $373 million to government's general account the pool that all government programs are paid out of.

That dividend is nearly $100 million more than Hydro paid in 1996-97 and more than three times what it paid in 1995-96. The dividend excludes other payments made by Hydro, including water rental and property taxes. "The order-in-council will not have an impact on residential electricity rates because of the rate freeze but there is potential for an increase in rates after the freeze expires March 31, 1999," said. B.C. Public Interest and Advocacy Council executive director Dick Gathercole.

"But in the meantime it likely will generate extra revenues for the government." The 23-storey Guinness Tower, completed in 1969, has 260,000 square feet of space while Oceanic Plaza, built in 1977, has 25 floors and 316,000 square feet. OMERS Realty, the real estate arm of the Ontario Municipal Employees Retirement Society, bought a 33-pcr-cent interest in the three Vancouver office towers in 1990 and increased its stake to 58 per cent in 1993 by purchasing a 25-per-cent interest from Confederation Life. By acquiring Confederation's remaining 25-per-cent interest in the properties this week, OMERS Realty now owns more than 83 per cent of the buildings. The remaining 16.67 per cent is controlled by Princeton Developments Ltd.

OMERS Realty representative Rob Churcher said the company was pleased to increase its holdings in the three properties. "We have experienced increases in value and increases in rent in the buildings and it's a nice position for us to have in downtown Vancouver." I long Kong, Taiwan, Singapore and China after centuries of Chinese heroes who have been political leaders, scholars or artists. Wong and Hamilton said another change that has accentuated the rise of the bamboo network is a changing migration pattern. Prior to the middle of this century, Chinese migrants were almost exclusively young men who went abroad to study or work. Now, the migrants are whole families and Wong said this has changed the notion of home base.

In the past, Chinese men returned "home" to their villages after gaining wealth in North America, Europe or elsewhere in Asia. "In the past, returnees did not propel the industrialization of China," said Wong. "They went back and displayed their wealth." Now, he said, overseas Chinese go back to invest, not necessarily to live there and not to spend money to gain prestige. "Guangdong to them is an economic frontier," Wong said. "Chinese investment in China is no longer clouded with former attachments.

There is now a psychological distance." Continued fromBl or appreciate the idea of reciprocity and because of that they aren't widely accepted. Although the network is a relatively new notion partly fostered by various business schools as a means to describe the new ways of doing global business, Hamilton said the Chinese network has grown out of longstanding links of family, kinship, village neighbors and regional linguistic group. But he said now it carries the added economic dimension that has resulted from Chinese entrepreneurs moving beyond small and mid-sized business to creating worldwide empires such as the one Li Ka-shing has built. Wong Siu-lun, director of the Centre for Asian Studies at Hong Kong University, agreed that the Chinese network is a recent notion. But he linked it to a "revision, an attempt to reinterpret of Chinese history and the role of merchants." For the first time, he said there is a Chinese bourgeoisie and a respected merchant class after years of economic stagnation.

The result, said Wong, is that successful entrepreneurs such as Li are the new cultural heroes in.
