Another defendant, Jose Giraldo, is in a federal prison in Pennsylvania. Assistant U.S. Attorney Joseph Greenaway said 307 kilograms of cocaine and $915,000 were confiscated in September from stash houses in Cliffside Park and Leonia.

The ring members allegedly changed the cash from drug sales into money orders, which were sent to members of the Medellin cartel in Colombia or Panama, Greenaway said. The cartel allegedly had operations in Illinois, California, Florida, Pennsylvania, and Connecticut in addition to New Jersey. Safe millions of dollars in proceeds in the United States. Arrested last week and indicted yesterday on charges of conspiring to distribute cocaine were Jorge Duque, 32, of Fairview; Maria Du-que, 26, of Englewood; and Julia Marcotti, 44, of Pnramus. U.S.

Magistrate G. Donald Haneke yesterday ordered Jorge Duque held without bail at the Metropolitan Correctional Center in New York. Maria Duque was freed on $25,000 bail, and Marcotti on $50,000. Orange Rockland has 158,000 electric customers in Rockland, Orange, and Sullivan counties, said the PSC. The commission is likely to take up the Orange Rockland rollback agreement at its July 2 meeting, Cuomo's aides said. Also yesterday, the PSC announced that the Continental Telephone Company of New York has agreed that any deal it reaches with the commission to cut its rates will go into effect July 1, even if an agreement is finalized later.

Hearings on the PSC's effort to cut the phone company's rates are scheduled to begin Aug. 25 in Albany before hearing officer Edward Cohen. staff of the PSC, the state Consumer Protection Board, the state Commerce Department, and others. It is similar to deals worked out recently with the New York Telephone Company and Consolidated Edison. Cuomo credited the cutting of utility tax bills through the 1986 federal tax reform and lower interest rates for allowing the utility rate rollbacks.

According to Cuomo, the deal "demonstrates New York state's commitment to work with utilities so that rates can be reduced and stabilized for residential and business customers." Orange Rockland Chairman James Smith said the agreement "strikes a reasonable balance" between the utility's needs and those of its customers. (while supply lasts) ALBANY Orange Rockland Utilities will drop its electric rates by $22.3 million over the rest of this decade under a deal with New York state, officials announced yesterday. The reduction will cut the power bills of the utility's average residential customers by about $2.50 a month, according to Gov. Mario Cuomo's office. The reduction goes into effect next month, subject to the expected approval by the state Public Service Commission (PSC).

Under the agreement, the utility will not seek a rate hike until at least Jan. 1, 1990.
