The conference, however, refused to incorporate the sections of Canon 30 which this so-called 'citizens committee' sets forth at length in its report. "The deliberate omission of any reference to Canon 26 by the 'citizens committee' clearly brands the report as being biased, and reveals it as the smear type of politics which I detest. MAINTAINED BY CHEST The Children's Hospital, maintained in Los Angeles by Community Chests all over the Southland, is available in critical cases to residents in every city in Southern California.

Facilities at the hos pital are completely modern and include some which are available nowhere else in the West. A staff of physicians and tech nicians are maintained to care for the patients. All are children with unusual or hard-to-cure infirmities. Doctors hail the hospital as the salvation of many youngsters who could be cared for at no other institution in the region. Residents of San Bernardino help support the hospital through their contributions to the annual Community Chest Drive.

This year's drive will end with a report luncheon Friday. Continuance Granted At Request of Lawyer At the request of defense Atty. Ted G. Krumm, Superior Judge Carl B. Hilliard has continued the cases of Nancy Phyllis Long and John Duncan until Friday for arraignment.

"Since this Superior Court judge the presiding judge now candidate for Congress on a partisan ticket, was also formerly president of the San, Bernardino Bar Association, he can hardly be said to be ignorant of its Canons of Judicial Ethics or he should not be. (Editor's note: There is no Canon of Judicial Ethics for the San Bernardino Bar Association.) "As early as 1937, recognizing the necessity throughout the Unit ed States of keeping partisan pol itics out of our courts, the Ameri can Bar Association adopted Rule 30 of its Canons of Judicial Ethics. "This rule may be found in Volume 62 and is undoubtedly known to all of the four judges now sitting on the bench in San Bernardino County, as well as by all practicing members of our County Bar. "It reads: 'While holding a judicial posi tion he (a judge) should not be come an Active candidate either at a party primary or at a general election for any office other than a judicial office. "'If a judge should decide to become a candidate for any office not judicial, he should resign in order that it cannot be said that he is using the power or the pres tige of his judicial position to pro mote his own candidacy or thei of Judicial Ethics, adopted by the Conference of California Judges at the desk of every State of California "They should be in the law library of every practicing attorney in San Bernardino County.

"And we assume that they are not unknown to either local bar or local judiciary. 'NOTABLE MEMBERS' "In its foreword, the Conference of California iudges noted that its Canons of Judicial Ethics had been prepared and drafted by such no- table members of the judiciary as A. F. Bray, justice District' Court of Appeals, chairman; Robert Mc Williams, judge of the Superior Court of the City and County of San Francisco; Samuel L. Finley, judge of the Superior Court of Del Bar Association eight states and the Supreme Courts have adopted such a code in five states, and the American Bar Association has likewise adopted such a code, this action of the Conference of California Judges constitutes the first time that a state organization of judges has adopted Canons of Judicial Ethics." "Nothing much needs to be added to the preamble of the code adopted by the California judges.

"Even a layman can understand it. QUOTATION MADE "It says: 'The Conference of California Judges, mindful that the character and conduct of a judge should never be objects of indifference, and that declared ethical standards become habits of life, deem it desirable to set forth its views respecting those principles which should govern the personal practice of members of the judiciary in the administration of their offices. 'The Conference accordingly adopts the following Canons, as a proper guide and reminder for justices and judges of courts of rec ord in California, and as indicat ing what the people have a right to expect from "Among the other things the Conference of California Judges says 'the people have a right to expect' from their judges is Section 24 on partisan politics: this reads: 'While entitled to entertain his personal views of political ques tions, and while not required to sur render his rights or opinions as a At the request of the State Division of Highways, the Board agreed to the installation of safety lighting at Mountain View Avenue and U.S. Highway 99. Cost to the County will be roughly $7 a month The Nevada Street intersection is given next priority in plans for lighting.

The Board declined to take action on the request of the City of Redlands that Alabama Street be improved and designated a truck route from Barton Road to U.S. Highway 99. It was felt by the Board that Waterman Avenue constitutes a satisfactory alternate. Redlands indicated that residents on Brookside Avenue are anxious to have truck travel diverted- from this street. judge in theiwith (Continued from Page Fifteen) ley H. Barnes, co-chairman of the committee, before filing my nomination papers in the primary elections. In reply to that inquiry, Judge Barnes stated as follows: 'The majority of the judges in California believe (and I think this is the present belief of the majority of the committee) that it is not improper for one holding a judicial position to become an ac tive candidate either at a party primary or general election for an office other than a judicial office and he need not resign his judi cial office in order to OMISSION CHARGED "Much reliance is placed upon Rule 30 of the Canons of Ethics of the American Bar Association by the committee report. This does not state the rule which governs the conduct of Superior Court judges in this State. The Conference of California Judges on Aug.

30, 1949, adopted the 'Canons of Judicial Ethics' which apply to judicial offices in this Stafe. Canon 26 re Chest Financed That Saved Life (Continued from Page Fifteen) San Bernardino were inadequate for the operation and an outside surgeon would have to be called to handle the case, doctors told the distracted parents. Through Dr. M. E.

Cosand of the County Health'Department and Dr. Arthur E. Varden, superintendent of the County Hospital, Cripps and his wife, Earlene, learned of the Community Chest-maintained Chil- drens' Hospital in Los Angeles. An investigation revealed that facilities were available at the hos pital to take care of the child and that a staff surgeon could perform the surgery. The baby, a little over a month old, was still in an incubator.

In order not to interfere with the infant's labored breathing, all nourishment was given through a tube. FAST TRANSPORTATION Fast transportation would be necessary to take the the child to Los Angeles so that the delicate machinery which kept it alive could function during the trip. An ambulance was obtained and an incubator was borrowed from County Hospital. With siren wide open, the ambulance made the run to Los Angeles in a record 45 min utes, the parents say. After two operations and several weeks of constant day and night care, little David took his first breaths unassisted by the scientific gadgets with which he had been surrounded since birth.

The surgery had been a complete success. A few days before Christmas in 1951, Erlene brought her child Bakersfield Man Sent To Jail for Car Theft Leslie Babe Jacobs, a 21-year-old Bakersfield- cotton chopper, was sentenced to six months in the County Jail by Superior Judge Carl B. ETHICAL STANDARDS "It should be unnecessary to appeal to the California Conference of Judges to rebuke and censure the failure to abide by ethical standards as set ip by them in the conduct of San Bernardino's judicial offices and by the pre siding judge, at that. "It should be unnecessary to ask both Democratic and Republican Parties in San Bernardino County to reaffirm their faith in our non partisan system which they must uphold, Doubtless the matter can safe ly rest in the hands of our judges and of our San Bernardino Bar Association. "In that way they may best re gain the confidence of our citizens who are interested in the public welfare to such an extent that they will fight the introduction of partisan politics into our schools and into our courts.

"This committee does not intend to wait. ACTION PROMISED "It intends to act. "The speed with which members of the bar and members of the judiciary decide, upon a course of public- action will determine the committee's policy, arid possibly limit its action. The people of this County have a right to expect the highest stand ards of conduct from its judges and the meticulous protection of the sanctity of Jie courts by' members of the bar. ATTENTION URGED "We are awaiting the prompt at tention of bench and bar to this matter in order that its disposition may be as brief and painless as possible for all concerned.

"Remember, we are the people! "Remember, we are the clients of the attorneys! Remember, we are the accused who stand before the court of jus tice! "Remember, we are the litigants who place our faith in American justice "Remember, and do not destroy our faith! "And remember also, we are the taxpayers who pay for our schools, and are the parents of the students who attend them. "And finally, remember, either abandon the nonpartisan system for presently nonpartisan offices, and do it openly, or carefully preserve and protect that system. "We like the American way. "We seek to uphold it. "Respectfully yours, "Citizen's Committee to help keep Partisan Politics Out of Our Schools and Our Courts.

The road is school prop erty. It was the opinion of a majority of the Board that the County has no responsibility in the matter, in asmuch as the road is a private right-of-way.
