ADVIL 24's ANACIN TABS -A ANACIN By CHRIS FERRETTI Daily News Staff Writer Silver spades broke soggy ground yesterday at the former site of Madison Square Garden on W. 49th St. in Clinton, marking the start of one of the largest commercial and residential projects in Manhattan. The project, headed by developer William Zeck-endorf calls for two high-rise buildings one residential, the other commercial a public plaza and a mix of low-rise housing and store fronts to occupy the entire square block site. The project got under way when approval by the local community board and the City Planning Commission was unanimously given last summer.

The project, to be built by Zeckendorf and two partner firms, World-Wide Realty and Arthur B. Cohen Properties, will cost $500 million. 'Community effort' During the groundbreaking ceremony yesterday, Manhattan Borough President David Dinkins called the project a "community effort," while Ruth Kahn, chairman of Community Board 4, labeled it a "success." "The housing arrangements that Borough President Dinkins worked out is a good compromise," said Kahn. who then, above the roar the trucks rumbling down 49th explained that many residents felt adding more high-income housing would not help the neighborhood because it would drive off families. Kahn was referring to a community fight last spring when residents pushed for more low-and-middle-income housing for the area instead of the rHM fast pain Re lief HEADACHE COLDS B00CHE NEURAIGI III Mil ANALGESIC TABLETS NOW 50's now 3 09 TABS 2.39 MAXIMUM ANACIN-3 ANBESOL LIQUID .31 oz.

But the controversial project gained neighborhood support when Zeckendorf bowed to community pressure, agreeing to furnish additional low-and-moderate-income housing units, 132 in all, to the area. These concessions were agreed upon during a marathon session in July with the city Planning Commission that ended at 4 a.m. Site costs S1003I "These people are fighting for their homes, their neighborhood," said Dinkins.

"It's not the same thing as putting up an office building on a commercial site." The new complex will be on the site of the old Madison Square Garden, which was demolished nearly 17 years ago. It has been used as a parking lot since then. In December 1984, Zeckendorf purchased the lot from Gulf Western Industries for $100 million. Leaning on a chrome shovel, Zeckendorf smiled when Kahn told him he was a "tough negotiator, but a fair man." William Phillip, chairman of Oglivy Mather, whose company will occupy 15 stories in one tower, wore a white company baseball cap in place of the decorative hard hat, and just watched as a spectator walked off with his shovel. 47-story tower "It sure beats having someone walk into a board meeting uninvited." he sighed, remembering the community protests that invaded his board room last spring.

Plans for the site include a 47-story office tower facing on Eighth Ave. with one 661-unit residential skyscraper directly behind. Along Ninth i i i i i ANALGESIC TABLETS PRICE WISE 2234 Bwoy COLUMBIA DRUG 55 Columbia St. EAST SIDE COSM. 336 I.
