"What we can do is the kinds of $4-billion cuts that we've been doing," he said, while continuing to be frugal with taxpayers' money. On the issue of freer trade with the United States, Mulroney said he thinks the provinces will begin to reduce their own trade barriers at the same time as Canada and the United States work towards a deal to reduce barriers between the two countries. "I think it will go on in parallel fashion," he said. "I think the premiers are all pretty mature and responsible and they understand that there are going to have to be changes." The government initially refused to answer opposition questions about the deal, but it reversed itself just before the Christmas recess, saying there was a one-month delay in closing the deal and that that time could be used to have a Commons committee discuss it.
