Upper Volta independent QUAGADOUGOU, Upper Volta (AP) Upper Volta, not even marked on maps 13 years ago, today became an independent nation. The proclamation of independence was read just after midnight Thursday night by President Maurice Yemeogo in this inland state in old French West Africa, Upper Volta has 3,500,000 people. The Upper Volta region was created in 1947 when France reorganized the administrative boundaries that formerly divided the territory among neighboring Sudan, Niger and the Ivory coast.
