Montreal Gazette, AP, New York Times MONTREAL A group of prospective Expos owners has reached a deal with Quebec for provincial government support pending cabinet approval Tourism Minister Andre Vallerand said Monday. The agreement, which Vallerand hopes to be able to submit to cabinet Wednesday in Quebec City, is a key piece in what has turned into a very complex puzzle that will see the team stay in Montreal.

But the agreement is not the only piece, team president Claude Brochu said. "We're still negotiating with the sellers, the buyers, the province, the city and major league baseball," said Brochu, confirming a deal pending cabinet approval. "But at least today I can tell you that we're almost there." How close? Brochu revealed that a committee of other major league owners has already begun investigating the package. Brochu and other representatives of the Expos ownership consortium met through the weekend with representatives of the provincial government. The consortium is attempting to come up with $100 million Cdn to purchase the team from majority owner Charles Bronfman, Hugh Hallward and Lome Webster.

Brochu admitted he is still "a bit short" of that figure, adding that he is still looking for additional private investors including those from elsewhere in Canada and the United States. In addition to defining the amount of the province's direct financial involvement either through a loan, an equity share or some combination of the two discussions dealt REPORT with a new lease at the Olympic Stadium. Vallerand, however, may run into opposition in cabinet. Municipal Affairs Minister Claude Ryan is believed to be less than keen on the prospect of using the public purse to help a ball team. The bidding war for Darryl Strawberry opened officially on Monday when all 26 major league teams were allowed to talk contract with all 95 free agents entering the marketplace.

And the New York Mets, apparently destined to compete with the Los Angeles Dodgers for their star right fielder, acknowledged that they had reopened talks with his agent. It was the first time in two weeks that the Mets had spoken with Strawberry's agent, Eric Goldsch-midt, who indicated last week that the asking price was still in the neighborhood of $4.7 million a year for five years. The last known offer by the Mets was $3 million a year for three years, an offer made and spurned in July. Chicago White Sox named Ron Schueler the senior vice-president of the American League team Monday, saying he'll share general manager duties with former Sox pitcher Larry Monroe. Monroe, 34, will be vice-president of scouting and minor-league operations.

Linemates Shawn Burr and centre Jim Carson aren't nearly as effective without him. Despite having Steve Yzerman. the Red Wings' spend a great deal of time working on their power play, hich ranks near the bottom of the NHL, Detroit has scored nine goals on 62 chances; the Canucks have nine goals on 67 opportunities.
