Head Urges Move to Halt Crime WASHINGTON, Dec. 25 (IP) F.B.I.

Director J. Edgar Hoover has called for better pay for teachers with a warning that the nation is inviting greater juvenile delinquency by its "penny-wise and pound-foolish" attitude toward education. "Our teen-age crime rate has dropped slightly from the wartime peak, but it's still alarmingly high," the G-man chief said. "We can't afford to court further trouble by denying our youngsters the best possible educational opportunities." Hoover urged pay for teachers as a step toward combating juvenile delinquency. He deplored the present trend of qualified students to spurn the teaching field and called attention to the loss during the last five years of about 350,000 teachers to other jobs.

"Better education and that means better teachers can cut our national crime bill," he said. "The school can be a decisive supplement to the home in directing the child into a lifetime course of law and order. A good teacher can make up for other lacks in a youngster's training for good citizenship. Court Says Merchant Must Serve Sentence SAN FRANCISCO, Dec. 25 UP) The state supreme court has ruled that Clay Marley must serve the 90-day jail sentence imposed in Los Angeles municipal court in November, 1945, on a misdemeanor charge based on the business and professional code.

Marley, a butcher shop operat or, received the jail sentence when a clerk was fined $100 on a charge of selling a shortweight lamb chop and veal steak. Chester R. Perkins, brighter than the sparkle of tinsel or the crimson holly berry.

"This is the best Christmas of my life," said Perkins, home for a Christmas furlough after many months in Valley Forge (Pa.) hos pital. Other records were the number of cattle and calves, walnut, al mond and lemon trees. Grapefruit, plum, prune and ap ricot trees continued to decline in numbers. The number of grape vines in creased for the first time since the 1925 census.

Census takers found 35,011,140 acres of California land in farms on Jan. 1. 1945, compared with 30,524,324 in 1940. There were 20,377,000 orange trees which pro duced 1,779,470 tons of fruit, the number of trees being 1,691,000 more than in 1940 and 399,000 more than the previous record high in 1935. LEMON TREES UP Lemon trees numbered against 5,307,000 in 1940; al monds 6,668,000 against 5,463,000, and walnuts 3,072,000 against 2,782,000.

There were 233,275,000 vines, 13,611,000 more than in 1940, but 5,403,000 less than in 1935. The high was 280,639,000 in 1925. California milk production reached record proportions in 1944 with gallons, or 26.4 per cent more than in 1939. Cattle and calves in the farms numbered 2,831,000 on Jan. 1, 1945, an increase of 37.7 per cent over 1940.

Plum and prune trees totaled 13,894,000 in 1945, a third less than in 1925. Grapefruit trees totaled 1,106,000 against 1,186,000 in 1940 and apricot trees 4,737,000 against 5,393,000 five years earlier. Egg production exceeded dozen in 1944, only 500,000 less than the 1929 record. During 1944 more than 4,000,000 turkeys were raised in the state, 58 per cent more than in 1939. 25 UP) Sugar-hungry Americans demand' ing to know why we ship our sugar abroad at a time like this received assurance from the agriculture department today. We don't. It is true, department officials said, that sugar leaving American refineries for foreign areas this year will total around 460,000 short tons. But, they explained: This sugar was grown in Cuba, not here. It did not belong to the United States, but was part of the Cuban crop allocated to Canada, Great Britain, France and other shortage areas.

It came to this country as raw sugar to be refined. PROVIDED MORE WORK Officials said that arranging to have the sugar refined here pro vided more work for American refineries and their workers. They said" that it all could have been refined either in Cuba or the coun tries to which it was allocated. The agriculture department says much confusion has devel oped irt regard to the Cuban sugar crop, mainly because this country has been buying the bulk of it since early in the war. In doing so, the United States did not buy the crop for itself alone, but as an international agent for all the countries which normally depended upon Cuba for part or all their sugar needs.

Since early in the war, the allied countries have been operating on a world-wide sugar-sharing plan. This was designed to keep a few countries from "hogging" the short world supply and leaving others without. Under the plan, all export sup plies were pooled. Each deficit country was allotted enough pooled sugar so that with its own production it would have about the same percentage of the total world supply that it consumed before the war. U.
