EXHIBIT ARRANGED Taking its part in the day's activities as one of the largest air force installations in Southern California will be the San Bernardino Army Techinlcal Service Command which will place aircraft and allied equipment on exhibition. The exhibit, to be held at the S.B.A.T.S.C. field, will be open from 12 noon until 9 p.m. and Mayor Seccombe and city officials have been invited to attend. Allison has informed his police officers that they have no legal right to exclude unescorted women from San Bernardino bars and night clubs after 7 p.m. The order was issued in the face of a request by the Army to tavern owners to ban women without escorts from their places of husiness after that hour. Chief Allison informed his officers that the attempt to ban unescorted women from bars was a matter strictly between the tavern owners and the military authorities, but that there is no law to prevent women from entering any husiness establishment in the city. ARMY MAKES REQUEST The Army made the request In regard to unescorted women to the tavern owners themselves. It ls a move designed to prevent what the Army described as the spread of social diseases.

The county chapter of the Southern California Tavern association endorsed the Army's re quest and urged individual bar and cabaret operators to comply with tne Army. Most of the bars, as a result, have posted signs In their establishments saying that unes- corted women are denied admission after 7 p. m. S.

Army engineers yesterday to three contracting firms on a bid of $2,770,000 and it was announced that work will begin immediately. The contract was awarded at the Los Angeles district office of the U. S. engineers to Winston Bros. Co.

of Los Angeles, Utah Construction Co. of San Francisco and Vinnell Co. of Alhambra. Company officials 'announced that they will will move equip ment onto the project site and start work either Tuesday or Wednesday. COUNTY GIVEN NOTICE The vast flood control project is being undertaken in two phases.

The first includes the construction of a three-mile concrete channel from the Foothill boulevard southeasterly to Warm creek. Second phase of the development, for which the three construction firms have contracted, includes the construction of a series of huge rock-faced earthen dikes and levees along the Lytle and Cajon creek channels from Foothill boulevard north to the mountains. of Clearwater. County Jurists Discuss Juvenile Legislation County magistrates met Friday at Cedarpines park to discuss two new laws affecting juveniles. The county board of supervisors was present as guests. Judge Benjamin F. Warmer of the superior court presided at the meeting.

The laws under discussion decentralized probate over juveniles and extended the power to the courts to charge parents with damages resulting from actions of their children. Child's Death Said Caused by Malnutrition The death of John Dennis Williams, one-year-old son of Mrs. Lucy Williams of Trona, was due to malnutrition, dehydration and heat exhaustion, an autopsy revealed yesterday. The baby died suddenly Thursday at his mother's home in Tro na. He had been examined by a San Bernardino baby doctor the previous day but not serious- ly ill at the time.

Second 'and Streets railroad crossing gates at the intersection were closed anywhere from one minute to 32 minutes at a time during tne fz-nour period. CHECK THREE DAYS Construction of a railroad un derpass at Fifth and I streets is one of the city's postwar projects and the three-day traffic check was made, Mayor Seccombe reported, to lay a basis on which the city can claim the need of the proposed underpass. Mayor Seccombe declared that the city is seeking three-way financing for the underpass, with the Santa Fe railroad, state and federal governments participating. The traffic -check at the inter section was taken by workers sta tioned on both sides of the Fifth street railroad crossing. The sur vey was made Tuesday, Wednesday and Thursday on a 24-hour daily basis.

DELAYS COMPUTED Checkers made records of the number and length of times the railroad crossing gates were closed during this period and the number of cars held up during each period. The maximum legal time which a railroad crossing may be blocked to traffic ic five minutes. Mayor Seccombe said figures obtained in the check first will be presented to the Santa Fe railroad and later to the state highway commission. He plans to present the figures to the city council at a later date. J.

A. Biello, commanding officer of the hospital. They are Seaman 1c Guy Shufford of Spruce Pine, N. Hos pital Apprentice Wilson Banks of Huntington Park, Marine Private Earl M. Nelson of El Monte, and Carpenter's Mate Otis Hall Luther of Oxnard.

Seaman Shufford was awarded the Bronze Star for heroism aboard his ship in the bombard ment, of Lincaven culf in the Philippines Jan. 9, 1945. Wounded when a bomb hit his ship, Shufford directed the repair of his gun without first having medical treatment. Private Nelson and Hospital Apprentice Banks, both of whom were wounded in action on Iwo Jima, were awarded the Purple Heart and Ribbon Bar. Carpen- Unr'c Mate T.iithrr was nresented with a Presidential Unit citation for outstanding performance in combat duty on Saipan and Tin-ian.
