Every year with Plans for construction of a storm drain on Base Line, to supplement the cross-town drain nearing completion on Sixth street, were abandoned yesterday by Mayor Ormonde W. Seccombe. The decision to forego the secondary drainage project was made upon advice of City Engineer Gordon Stewart. The big Sixth street drain will be sufficient to divert flood waters from the central business district, according to a report made by the city engineer. He has studied the storm water situation, and concluded that the large conduit will be ample, without incurring the additional cost of a secondary line.

CWA PROGRAM The $160,000 Sixth street storm drain is part of Ran Bernardino's Federal civil works program, and Is being built without cost to the city. The original program of control of storm waters to protect the downtown called for two parallel drains of large diameter, both of them extending from I street ea.ct to Town creek. Installation of the conduit of the Sixth street line will be finished this week, according to City Engineer Stewart. The conduit will range in diameter from 36 inches at its I street terminal, to a maximum bore of 52 inches, where the drain taps the Town creek culvert under Sixth street, between Arrowhead and Mountain View avenues. PROJECT PUSHED Crews of CWA employes are working on the final spun of trench between and I streets, while other men are laying pipe near street, on the line that is finished west to that point from Town creek.

Another crew is keeping the trench filled in behind the pipe, as fast as it is placed. Construction of catch-basins to convey the flood waters from intersecting streets down into the big drain, will begin as soon as the pipe-line is laid, Mr. Stewart said. Man-holes leading Into the drain Bre being built as the installation Df pipe progresses. -4 Former Official Says Congress Just Stamp (Bv Associated Press) BOSTON, Feb.

21. William R. Castle, undersecretary of state during the Hoover administration, declared last night that President Boosevclt's administration had moved as had Hitler and Mussolini, and had "wiped out" personal liberty. Congress, he charged, was a mere rubber stamp for the Roosevelt administration and was not living up to its oath, and predicted defeat for Republican office holders "who have blindly followed the President In radical departures from constitutional Government." The prize grapefruit rack is located midway In the long row of Sunkist displays entered by the California Fruit Growers' Exchange, on the west side of the exhibit section of the building on the north side of the middle entrance. Attractively done in keeping with the "Winter Palace" motif of the exposition, the rack shows yellow grapefruit, surrounded by green, white and blue shavings of paper for the background. Superimposed are the red and white clad figure of a girl, pointing to a golden orange which she holds in one hand; with snow-white deer on either side.
