REPUBLICAN APPROVAL OP GOV. SMITH. (From the New York World.) To the Editor of the World: I am an enrolled member of the Republican party, and unless there ia some good reason to the contrary I usuallyt-vote the Republican ticket. I believe that the session of the State Legislature Just ended disclosed some glaring faults In Republican leadership at Albany. Most of the Issues over which the Governor found himself opposed by the Republican majority were issues which should not have been partisan.

They were Issues sponsored by Gov. Smith simply because they were for the good of the State. There can be little doubt in the mind of the public that the opposition was almost entirely political and had no other foundation than the fact that the Governor happened to be a Democrat. To besure, some of these measures were passed, but only because of the extraordinary efforts of Mr. Smith and of the fact that throughout his clashes with the Legislature it became more -and more apparent that his position was correct and that his knowledge of affairs of New York State was superior to that of his opponents.

It. Is also true that nmnnar th men su res not passed wer some that should have been. It ia unfortunate that there are so few men ln politics who will vote purely on the merits of an issue without regard to the partisan side of it. Had there been more such men ln the Legislature I do not believe the Governor would have met with much opposition. Unfortunately, it appears tha many issues are voted on for political reasons only and with little or no regard for their merits.

JN THE report submitted yesterday to the Citizens' Harbor Plan Committee of the Chamber of Commerce, and approved by that body, a well considered and comprehensive system of port development is presented to the municipal authorities and the public. The report recommends the construction of nine slips as a haven, for the grain fleet, provides for a series of piers to form these slips, and takes reckoning of warehousing necessities and rail connections in relation to shipping. JThe impression made by the recommendations is signally favorable.

The work of the committee stands forth as representing a. notable stage of progress in the harbor plans" which have thus taken specific shape.
