Willhoft reiterated his interpretation of "forthwith" as meaning "reasonable length of time to study the issues involved." He added that the 100-year-old charter's 20-day requirement did not give the city council time to study such an ordinance. Chapman argued that the state election code adopted only 15 years ago was even more stringent in the time allowed before calling special elections.

"We're not anxious to take it to court and get a writ of mandamus. but if we have to, we feel that the court will be influenced by this state election code and re quire the council to call an election within 30 to 60 days," said Chapman, his statement punctu ated by the applause of the audi ence. Wilson gave introductory re marks which stressed that 13,000 qualified electors, almost the en tire number cast in the last may oralty election, favored the wage standardization ordinance with its increase in salaries. A contract was awarded to Jack Coyle Chevrolet Agency for cars for the building inspector and Engineering Department, totaling $3,780. Combs has been elected employes' representative to the San Bernar dino County Employes Retirement Board, it was announced in a letter from County Clerk Harry L. Alli son. After 'canvassing the ballots in the Dec. 29 election, Allison said, Combs was shown to have 844 votes, while 26 other votes went to a scattering of write-in candidates The question of paying other counties' high rates for hospitaliza tion of San Bernardino County residents moved toward a definite policy stage when Welfare Director George K. Wyman presented the board with a $231.50 bill from the Riverside County Hospital.

The bill covered five days' hospitalization and services for delivery of a baby to a San Bernardino woman. Wyman told the board the same treatment would have cost $95 at the San Bernardino County Hospital. The supervisors agreed he should offer the lower amount to the sister county's hospital as just compensation. TRAVEL TIME PROPOSAL Referred to Asst. County Counsel Harold M.

Manell for legal study was a proposal made by Nicholas and Personnel Director Sam R. Wyland on travel time for county highway employes. Based upon a fifty-fifty concept of time spent traveling to work sites from the 13 county highway yards, circles miles in radius, representing 15 minutes travel at 35 mph, would be drawn around each yard. Travel time within the first circle would be on the employes' time, with an extra 15 minutes on county time allowed for each additional area entered. Time allowed for traveling would be paid overtime or compensated by early quitting.

The supervisors took time out during their morning session to honor six employes who have given a total of 145 years' service to the county. Board Chairman Break and the other four supervisors presented service pins to Felix M. Mosso, surveyor's office, 30 years; Miss Ruth V. Johnson, county hospital, 30 years; James R. Austin, assessor's office, 25 years; Asst.

County Clerk Combs, 20 years; Miss Doris J. Sischo, county schools office, 20 years; and Howard V. Davis, surveyor's office, 20 years. ADOPTION URGED Filed after its reading before the board by Wardle was a letter from Clarence Reber, president of the Associated Sanitary Contractors, uring the county to adopt a sewage disposal contractors' license sys tem similar to Orange County's. Stating he feels in this manner the building and safety department's inspectors can "control and stop unethical procedures" in the sewage disposal business, Reber praised chief Plumbing Inspector W.

MacDonald (Cap) Smith for enforcing the present Uniform Plumbing Code in relation to water tight septic tanks. The benefits reaped by the public from good enforcemeit more than compensates for the difficulties it causes contractors, he said. Final acceptance was voted on the $19,951 nose dock built for Pacific Airmotive Corp, Chino, up on the recommendation of Asst. Purchasing Agent William E. Young Sr.

Work on the dock was started in October. W. W. Eastwood, secretary of the County Farm Bureau, and F. W.

Robbins of Kaiser Corp. were appointed to the Salary Survey Committee for county employes. APPOINTMENTS MADE Fred Eggers of Upland and Don Huntington of San Bernardino were appointed upon the recommendation of Chief Building Official Donald A. Densel to the County Board of Examinations and Appeals. Approval was given a license application made by Kelly Beck to operate the Green Valley Cabin Patrol, and for a dance license application for Kay and Bill's Cafe, 15735 Foothill Fontana.

Held over until next Monday was a request from the city that the county pave the extension of Rancho avenue lying north of Rialto avenue to Foothill boulevard. Highway Corfimissioner M. A. Nicholas read a letter from the Los Angeles division office of the U. S. Army Corps of Engineers repeating last week's statement there are no funds for work on the other roads and asking the county to vacate the stretch of east Mill where it approaches Mountain View avenge by Feb.

Wesley Break was authorized to sign a request to the Federal Communications CommiS' sion that the state county radio frequency used for forestry conser vation and fire control be changed from 159.51 to a frequency of preferably 172.375 where there will be less interference. The frequency requested is the same as is used east of the Mis sissippi River and will not interfere with any other radios in the area, it is felt. The system, with the station at the State Forestry headquarters on North Sierra Way and a transmit ter on Little Mountain, has a re peating transmitter on Straw- berry Peak and serves 75 mobile funits throughout the county, the letter states.

LAUDS LATHROP Chairman Break complimented Dist. Atty. Lowell E. Lathrop on the newly printed compilation of the county penal ordinances, which Lathrop showed to the board. "It was your determination in the beginning that brought this about," said Break, after Lathrop himself had credited Dept.

Dist. Atty. Edward F. Taylor and others with work on the volume. The board designated 150 bound copies be sent to the judges, sheriff's substations and headquarters deputy district attorneys, and all constables and marshals.

Cost of the unbound copies, to be sold to attorneys, was set at $3. Lathrop will keep the county copies up-to-date and one of the board officials will distribute the copies of the changed ordinances in the future. TWO REAPPOINTED Reappointed to new terms on the County Planning Commission were Frank L. Allen, west end rep resentative, and Fred Lang, moun tain representative. Their terms expired Jan.

1, and they were re appointed upon a motion by Su perior Frank H. Mogle. A seventh member will be added to commission to give the desert areas direct representation, it was decided. Miss Lawson put through the motion calling for an amendment to the planning ordinance which will create the position. At present, six appointive mem bers represent the west end, mountains, Redlands-Yucaipa, San Ber- nardinft, Fontana and Colton areas.

Nicholas got his share of refer rals when the board turned over to his department a $100 and a $20 claim for damages against the county and a request to remove dead eucalyptus trees in the Fontana area. The $100 claim was filed by Mar-jorie H. Schaefer, 549 E.
