By questioning the propriety of having legislation of this kind originate in the Senate, the House leaden have raised a technicality which makes it unnecessary for the House to discuss the merits of the export plan thus avoiding embarrassment for some individual members who can take refuge In the constitutional objection that has been suggested. Until the House sent the bill to conference there was some nervousness about the outcome. It was not known how strongly the House would stand behind the President on an issue in which the Senate had already revolted. The House vote renews the confidence of the administration in its position with respect to the export debenture plan and merely means its ultimate elimination from the bill.
