Police Chief Emile Cote of Aylmer told The Journal the identity of the owner of the horses was not known for certain but that charges of cruelty and neglect would be laid as soon aa the man was found. (CP) The mansion built here by the late Sir Harry Oakes has been donated to the Federal Government by Lady Oakes. widow of the Canadian mining millionaire bludgeoned to death in the Bahamas a few years sgo. (BUP) Thousands of office and store workers' quit their jobs at mid-afternoon today and' the tempo of the nation's largest city slowed toward a standstill under a near-record anowstorm that began at 5.30 a.m..

At 2.30 p.m. nine hours later 14.2 inches of snow had fallen. Tension among workers still on the job increased as the steady snowfall approached the record of 16.5 inches on March 12. 1888 during the great three-day billiard of that year and the city's transit system began to falter. Buses bogged down in the deep snow.
