The department spokesman said the exempt category had been created because officials believe a student would have difficulty taking the test if he couldn't read English. Betty Freedman, administrative assistant to President Lois Marshall of Bergen Community College, said 150 of the 2,500 freshmen at the Paramus--based college were exempt from the test. Mellander said that of the 700 fresh- men at Passaic County Community College, 10 to 15 percent are enrolled in a remedial English program. A spokesman at William Paterson College in Wayne said the school's test data were being studied by President Seymour Hyman and wouldn't be re- leased at present. The spokesman said there are 1,600 freshmen at the college, and only a small minority of the group fit into the exempt category Officials at Ramapo College in Man-wah were unavailable for comment yesterday.

Barr said there probably would have been a higher percentage of failures if the normative English-speaking students took the test. Mellander said he was upset that students were not being taught English. "It's a waste of society's money. Eventually, these kids are going to find themselves trapped," he said. BySeth Kaplan Staff Writer Deficiencies recently exhibited by nearly half of the New Jersey college freshmen tested in basic skills may be even more widespread because the group didn't include normative English-speaking students.

A spokesman for the state Department of Higher Education, which gave the test to 43,000 freshmen between May and September, said yesterday that the 28 participating institutions had been told that normative English-speaking students were exempt if they were enrolled in a remedial English program. Gustavo Mellander, president of Passaic County Community College and a frequent critic of the state's secondary education system, said yesterday that if those students had been included, the statewide failure rate would have been 10 to 15 percent higher. Figures released Sunday by Edward E. Barr, chairman of the state Board of Higher Education, showed that 42 percent of those tested were deficient in writing skills and 39 percent were deficient in reading. If Mellander's estimates are correct, 57 percent could be deficient in writing and 54 percent could be deficient in reading.

The figures also showed that 57 percent had inadequate skills in elementary algebra and 45 percent were deficient in math. It is unlikely that those SALE PRICE 3oa ton a ton fof Mtdlond Art.) By John Koster Staff Writer An unidentified man whose scantily clothed body was discovered Wednesday in Teaneck might have been the victim of an organized-crime murder, sources close to the investigation said yesterday. The man, who was dressed in a white T-shirt, purple briefs, and calf-length socks, was discovered ina fetal position. The sources said the man apparently had been in the trunk of a car before being dumped in a leaf-mulching area of Windsor Park, near the Bergenfieid border. There was no visible marks of violence on the corpse. The source said they doubted that the man died of a drug overdose. Instead, they said, wet towels discovered near the body indicated that the man may have been drowned or suffocated. The body a 5-f oot-2 white male with black hair, 35 to 45 years old was discovered by Teaneck municipal workers bulldozing stacks of leaves in the mulching area. They said the corpse, had not been there the previous day.
