SECTION FIVE: There shall be maintained at all times in plain view in every public garage, public filling station, automobile filling station, and jobbers plant where gasoline is sold or handled, two (2) "NO SMOKING" signs with letters not less than four (4i inches in heiKht. There shall be maintained at all times in every public arage, puouc ruling station, automo-ile tilling station, tire or batterv serv ice station, or-W'jDuing plant having floor space of less than five hundred (5uo) square feet at least two chemical fire extinguishers of carbon tetra chloride or foam tvne. each extlnitulsher containing not less than two and one half (2't:) gallons of chemical if of the foam type, and not less than one quart it of tetra chloride type. rot more than one half the total number 01 such chemical fire extinguishers hall be of carbon tetra chloride tvne. There shall be maintained at all times in every public garage, public filling station, automobile filling station, jobbers plant, or tire or battery service station at least one additional such fire extinguisher for every additional one inousana uuuo) square leet ot iioor space or fraction thereof, and all fire extinguisners must be of a type approved by the National Board of Fire underwriters incorporated and bear their label.

Fire extinguishers of all types must be kept filled with proper fluid at all times. All extinguishers of the foam type shall be DroDerly re charged at least once each year and tne date or such recharging shown on tag which shall be attached to each extinguisher. SECTION SIX: It shall be unlawful for any person to smoke on any tank truck or tank truck trailer used for the storage or conveyance of gasoline, or within twenty-five (25) feet of any such tank truck or tank truck trailer. SECTION SEVEN: It shall be unlawful for any person, firm or corporation to Keep or store or cause or permit to be stored or kent anv easolme in or about or for use In connection with any public garage, public filling station, or private garage or 111 any automobile filling station or lobber's plant or in any building, lot or parcel of land within the corporate city limits of the City of San Bernardino in any manner contrary 10 me provisions or this ordinance. SECTION EIGHT: (a) It shall be unlawful for any person, firm or corporation to install, cause or permit to be installed any container In any building or upon any lot or parcel of land for the purpose of storing gasoline or any fruid, liquid or solid product of petroleum without first having been granted a written permit to do so by the Chief jungmeer ot tne jt'tre Department 01 said City.

The provisions of this paragraph shall not apply to gasoline or other products of petroleum contained in the tanks of motor vehicles, when such tanks are permanently connected with the motors which they supply. KO) yuantiues or gasoline 01 live to) gallons or less, unless stored in under ground storage tanks, shall be stored only in closed metallic containers of a type approved by the fire department and the Underwriters Laboratories In corporated, and bearing the seal of approval of the Underwriters Laboratories Incorporated: provided, however, that no such container shall be al lowed inside any building which is used for the manufacture or storage of explosive suostances. Not wore than two such containers shall be allowed ir any one building. The sale of gaso line by licensed druggist or pharma cists shall be permitted where same is Kept in glass Domes or otner glass receptacles, marked or labeled so as to state the contents thereof and not to exceed two gallons in aggregate. The gasoline shall be pumped into the reservoir or tank of the motor vehicle from such tank or buggy only when said vehicle is on private property, and sucn poriaoie tank or buesv must be. at all times, so located that the same can be resdily removed In case of fire. No tanx or buggy shall remain upon any sidewalk, parking, alley, court or street for a longer period than Is necessary for rilling same trom a ranit wagon, iracK or trailer used for the transportation of petroleum or its products. Each such portable tank or buggy shall have attached thereto one (1) "Underwriters Approved" carbon tetra chloride pump type fire extinguisher. No portable tank or buggy shall be located below the first floor of any building.

No more than two (2) such portable filling tanks or buggies shall be allowed In any one building. All gasoline, excepting as provided in this ordinance, in quantities In excess of sixty (60) gallons shall be kept or stored in approved underground storage tanKs. SECTION NINE: All such underground storage tanks shall be sat on a firm foundation, and each tank shall be separated as follows: two feet of well tamped earth or a twelve 112) men concrete or brick wall extended to the top level of each tank. In all cases, the top of each tank shall at least be four feet below the surface of the ground measured from the trade level of the nearest street, and shall be covered with at least four inches of concrete. No such storage tank or tanks, or any piping used in connection with same, shall be covered with earth or any other material until after they have been inspected and approved by the Chief Engineer of the Fire Department.

SECTION TEN: All such under ground storage tanks shall be con structud so that the top of such tanks Shall be below the lowest floor or pit level of adjacent building in accord ance with tne following taDie: (1) Tanks up to 290 Gal. CapacityTwo (2) feet. (2) Tanks from 290 Gal, Capacity to 550 Three (3) feet. (3) Tanks from 550 Gal. Capacity to 1.100 Five (5) feet.

(4) Tanks from 1.100 Gal. Capacity and over Six (6) feet. SECTION ELEVEN; No underground storage tank located in Fire Zone No. 1 of the City of Ban Bernardino shall have a capacity in excess of one thou sand gallons, and not more than eight of such storage tanks shall be installed or maintained in connection with any public garage or public filling station or automobile filling station in said Fire Zone No. 1.

No underground storage tank in any portion ot the City of San Bernardino lying outside of said Fire Zone No. 1 shall have a capacity in excess ot three thousand gallons ana tne total capacity ot an under ground storage tanks installed or main tained in connection with any public Karaite or public inline station or au tomobile filling station lying outside of said Fire Zone No. 1 shall not ex ceed eight thousand gallons. Not more than one underground storage tank shall be Installed or maintained in con nectlon with any private garage within said City, and the capacity thereof shall not exceed 290 gallons. SECTION TWELVE: Not more than twenty-four (24) cylinder oil storage tanks shall be installed in connection with any public garage or filling sta tion, and shall be installed to the satisfaction of the Chief Engineer of the Fire Department, SECTION THIRTEEN: All under-erround storage tanks shall be con structed either of steel, -basic open hearth steel, or wrought Iron of the fnllowlnir minimum eauges: 61 gallons to 1100 gallons shall be ot twelve (12) gauge and stamped "12 gauge:" 1100 gallons to 3000 gallons shall be of seven (7) gauRe.

All joints ot tanks shall be riveted and soldered, riveted and caulked, brazed, welded or made tight by some equally satisfactory process.

All tanks shall be thoroughly coated on the outside with tar, asphaltuin or other suitable rust resisting material. Tanks must be fitted with fill pipes and suction pipes of galvanized standard weight wrought iron or steel pipe, entering the tanks through properly reinforced openings at top of storage tanks, and all connections must be standard approved types, either galvanised, brass or bronze, and shall be put together with litharge and glyrerine. Any tank used as a pressure lank for forcing gasoline into the body of the pump must not exceed fifty (50) gallons capacity and must be of not iess than ten (10) gauge U. S. Standard, provided, however, that such pressure tank shall be used in connection with automobile filling stations only.

and shall not be used in connection with any public or private garage where such pressure tank be used in connection with any system of any kind where any part of such system is lo cated inside of any building, or portion or any building, systems working un der pressure must be designed for six (b) times the muximum working pres sure and installation when completed must be tested to twice the working pressure: provided, however, tnat notn ing in this paragraph contained shall be deemed or construed as applying to any pump or device utilizing hydraulic pressure iu lifting gasoline, the type and construction of which has been ap proved by the underwriters laoora- ones incorporated, and oearing tneir lunei. SECTION FOURTEEN: All under ground storage tanks shall be placed in tne parking under the sidewalk, or lo cated to the satisfaction of the Chief Engineer of the Fire Department or his duly authorized deputy. No such tank shall be located inside the walls rr under any building or within tour (4) feet thereof. No such tank shall be connected to another so that the contents can flow or be pumped from one tank to another except the fifty (50) gallon pressure tank provided for in this ordinance; provided, however, that such pressure tank shall not be connected in any manner with more than one (1) storage tank while in operation. Every supply tank from tank to numo shall have an independent shutoff valve so that no more than one (1) tank shall be pumped from at any one time. SECTION FIFTEEN: Every such storage tank shall be provided with one (1) inch diameter vent pipe. uch vent pipe shall extend up to and at least twelve (12) feet above the ground level, and if attached to a building Bhall extend one (1) foot above the eaves or fire wall on the outside of the build ne to which it is attached, or if tne wans or sucii muiaing are 01 ma a sonry construction, then the vent pipes may De embedded in tne center ot sucn outside wall if the inside of the wall Is well plastered.

All vent pipes shall be capped at the Jop with a double return bend, the openings of which ahull be covered with brass or copper wire mesh of at least thirty (30) mesh. In case the eaves or the fire Wall is raised or any thing is placed near the vent opening, such vent opening shall be raised above same. SECTION SEVENTEEN: It shall be unlawful for any person, firm or corpo ration to rill or cause or permit to filled, in whole or in part, any such storage tank with crude oil, petroleum or their products or byproducts or any other hydrocarbon liquid that will flash or emit a flammable vapor below the temperature of one hundred (100) degrees Fahrenheit, except from a tank wagon, tank truck, or trailer, by means of a metallic lined hose with metallic connections throughout: provided, how ever, that nothing in this section con tained shall be construed as applying to the filllnc ot portable gasoline due gies or storage tanks, the capacity of wnicn is not greater tnan sixty ioui gallons, in the event that such buggy or storage tank is properly grounded. No fire or open light shall be allowed jn the vicinity, and all openings to fill pipes are to be kept locked except when In use. SECTION EIGHTEEN: It shall be unlawful for any person, firm or corporation, to pour, place or discharge or cause or permit to be poured, placed or discharged, any gasoline into any can, tank, bottle, drum or other recep tacle. unless the entire outside servio of such can. tank, bottle, or drum other receptable be painted a bright red color, excepting as provided in this ordinance.

SECTION NINETEEN: It shall be unlawful for anv person, firm or cor poration to permit any gasoline tank or drum, wneiner snw is iiiipu whole or in part, or empty, to be in upon or about any public garage, pub lic filling station or automobile filling station. SECTION TWENTY: Where all space under the sidewalk is used for basement purposes, the top of Btorage tanks thereunder shall be at least four (4) feet below the basement floor directly under the sidewalk, and must be close to the retaining wall of the street. A brick or concrete wall not less than twelve (12) Inches in thickness shall be constructed around and between such storage tanks. Such wall shall extend from bottom of tanks up to the base ment floor, and the space between the top of the tanks and basement floor shall De lined witn eartn ana 'ne eartn covered with a concrete floor. SECTION TWENTY-ONE: It shall be unlawful for any person, firm corporation to vulcanize tires in any building maintained or operated as an apartment house, hotel, lodging house, unlawful for any person, firm or cor- ing zone so located and marked shall poration to permit any electric motor, be used only as a place for the load-not actually a part of a motor vehicle, ing or unloading of passengers and except an induction or alternating cur- freight, subiect to the limitations here- rent motor, witnout brusnes or commu- tator, to be located or to remain witn- in four feet of floor of any such garage.

SECTION THIRTY-FIVE: It shall be the duty of the Chief Engineer of the Fire Department to see that the provisions of this Ordinance are com- plied witn, ana ior mat puriroso no ia nerphv empowered and authorized to enter any building used as a public or private garage, automooue or puouc filling station station, and all parts of any such garage or filling station dur- ing the time same may be open for business.

(6) months, or by both such fine and imprison- ment. Each and every such person. firm or corporation shall be deemed guilty of a separate offense for every day during any portion of which any violation of any provision of this Or- dinance Is committed, continued or permitted bv such person, firm or cor- poration, and shall be punishable there- after as provided this ordinance.

SECTION THIRTY-SEVEN: All oth- er ordinances or parts of ordinances in conflict with this ordinance are hereby repealed. SECTION THIRTY-EIGHT: This or- dinance shall take effect and be in force from and after its passage and approval.
