The walls are gypsum board, papered and painted over. The walls are cracking through the plasterboard, undoubtedly because of the excess of moisture from the tub below. Do you recommend paint, paper, or wallcloth after the patching? If paint, what type do you suggest? If paper or wallcloth, what type of adhesive that would be moisture resistant do you suggest? (I hesitate to use tile because the existing tile is nicely finished with a cap strip and would involve difficulties of matching etc.). -H.T., Falls Church, Va. Ask the Professional i L Sam lA Fishlynw, ANSWER: Since the base coat of wallpaper has not pealed, because of the moisture protection of the paint, your first concern should be the repair of the cracks. Use a liquid spackling compound with a broad putty knife for a smooth- abutting finish. The crack should be cut to the width of at least li inch, quarter-inch deep, so that the spac-kle will attach well to both sides of the crack. Liquid spackle is recommended and eliminates the hazards of dust particles. Avoid any sanding of the dried spackle, unless nose and mouth are covered with filter. Use latex acrylic semi-gloss paint over cracks and then paint entirety with the same. DEAR SAM: I have a real puzzler. Several electric blankets refuse to heat up. Tests indicate that there is no break in the wiring of the blanket and the thermostat is good, for when used in connection with a recently purchased one, the blanket heats. While the blanket wiring tests as unbroken, if the blanket is connected directly to the current source without going through the thermostat, it fails to heat I have been unable to find anyone in this area that will repair these blankets or has any knowledge about them. -L.I.P., California, Md. ANSWER: I called General Electric, Small Appliance Service, of Boston, thinking that most electric blankets would be similar to repair by interchange of parts and was advised that the manufacture of electric blankets has been discontinued and no substitute parts were available. ' A local fix-it shop, listed in the Yellow Pages, was called and the proprietor told me that electric blankets had been discontinued because of the fire hazard. To repair any such blanket might therefore be inadvisable. You might check with a fix-it shop in your area. On June 30, closing costs will come out in the open WASHINGTON - Under new regulations to go into effect June 30, mortgage lenders will have to provide prospective buyers with "good faith" estimates of closing costs to be paid on the day of settlement on their new homes. The regulations issued by the Departmentof Housing and Urban Development spell -out this key change in the Real Estate Settlement Procedures Act (RESPA), which originally required a 12-day advance disclosure of actual settlement charges. RESPA was intended to correct abuses which had plagued the real estate settlement process The first law passed by Congress in 1974, however, was complicated and unworkable. Substantial changes were made in it last year. The provisions include a set tlement costs informational ! booklet prepared by HUD, the "good faith" estimates of clos ing costs, use of a Uniform Settlement Statement, and prohibition of unearned fees and kickbacks. The booklet describes for home buyers the settlement process and the services and charges likely to be encountered. It also includes information on negotiating a sales contract and shopping for a lender, settlement lawyer, and other services. One business day before settlement, the buyer has the right to inspect the Uniform Settlement Statement form which must contain all the settlement information available to that date. , ; The completed settlement statement must be given to the buyer at the closing. If the buyer or his agent does not attend a settlement meeting, or if such a meeting is not required, the settlement statement must be mailed as soon as possible.
