The VANCOUVER SUN: Mar. 20, 1972 t) Young climber rescued from cliff National security stressed in Alaska pipeline report CRAIG, Mont. (AP) Rescue workers plucked a 15-year-old Great Falls youth from a 500-foot high ledge above the Missouri River today. Scott Craigle, son of a Malmstrom Air Force base sergeant, fell Sunday while climbing In Wolf Creek Canyon 30 miles south of Great Falls. About 15 volunteers from the Cascade County Search and Rescue Unit, sheriff's department and Malmstrom aided in lowering the youth down the mountain.

The youth was brought down a vertical drop of 200 feet, then lowered another 300 feet to a road, officials said. He was taken to a hospital. "The preconstruction planning of the trans-Alaska pipeline and the actual construction of portions of the associated marine transportation system place this system in a higher degree of readiness," it says. On the environmental impacts, the report summarizes the choices in this way: "It is evident that no single oil delivery system would be free of environmental effects and of potential effects. "If minimum terrain and terrestrial habitat disruption is desired, then the Trans-Alaska route would be preferable to the trans Alaska -Canada routes. "These and other results of the environmental impact analysis are only one element of a complex decision matrix that must include other elements such as economic factors, social effects, natural re-source base needs, time frame, national security and maritime transportation pos-ture." Other volumes appeared to contradict one of these conclusions, that minimum terrain; and terrestial habitat disruption would result from the Alaskan route.

The nine-volume, 25-pound report handed out in cardboard boxes to waiting reporters at mid morning contains no recommendations either for or against the Alaska line or the alternative route through Canada. But one volume, on the economic and national security aspects of the controversy, declares that the early completion of the Alaska line "must be considered an important national security objective." This is expected to form the basis for a decision to grant a construction permit, U.S. courts approving. This decision cannot be made until a 30-day review period has ended, on April 20.

The massive report, by the interior department, contains an extensive but inconclusive discussion of the potential for oil spillage from tanker collisions on the West Coast of the U.S. and Canada, using several different sets of statistics. However, at one point the report suggests one tanker accident a year involving oil pollution could occur on the And elsewhere, it says that about 140,000 barrels of oil a year a figure reported earlier in The Sun could spill on the West Coast, under a "worst case analysis," as a result of tanker casualties. The report appears to favor the Canadian line on some environmental grounds, but it makes a point that the Alaska line is preferable in terms of getting Alaskan oil to market quickly. In particular, it says the Canadian route would minimize construction disruption, keeping it within a single corridor for oil and gas pipelines, would avoid oil tanker pollution and would minimize the danger of breaks in the pipeline from earthquakes in southern Alaska.

In six of the nine volumes the department discusses in exhaustive' detail the potential environmental impacts of the pipeline and tankers and the impacts of alternative routes, ranging from submarine tankers to the oil line up Canada's Mackenzie Valley.
