Manhattan Borough President David Dinkins applauded the agreement, saying, "We have arrived at a fair and equitable agreeement" Dinkins noted that the 60 units originally planned will rent for $239 a month to families with incomes as low as $6,800 a year, and the remaining 72 units will average $500 a month rent for families whose incomes start at $13,500 a year.

Under the agreement. Dinkins said, 60 of the luxury units cannot be rented or sold until all of the low and moderate-income units are rented. The residential part of the project calls for 650 apartments ranging in size from studios to two-bedroom apartments in the 38-story tower and the six and seven-story buildings. The project has come under fire from members of several Clinton-based citizens' organizations, who said they fear that new luxury housing in their historic neighborhood will eventually drive up rents and force out long time residents. The project Includes a 43-story office tower at Eighth Ave. and 50th St, and the construction of a 33-story condominium and several smaller residential buildings between Eighth and Ninth Aves. The buildings will be put up by developer William Zeckendorf Jr.
