Hering, was Hillsdale councilman NEW PORT RICHEY, Fla. Harvey E. Hering, 86, who served on the original Hillsdale town council, died Monday in Community Hospital, New Port Richey. He was born in Hillsdale and had lived there 68 years before moving to Florida in 1958. He was a Hillsdale councilman for 20 years and was one of the first members of the Hillsdale Exempt Firemen's Association.

He is survived by his wife, Edith; his son, Robert of Hillsdale; his daughter, Mildred Donges of Hillsdale; three grandchildren and one greatgrandchild. Services will be tomorrow in the North Funeral Home, New Port Richey. Burial will also be in New Port Richey. Frank Spinella Sr. CARLSTADT Frank N.

Spinella 61, died yesterday at Don Bosco Prep, Ramsey. He was born in Paterson and had been a Carlstadt resident 31 years. Mr. Spinella had been maintenance manager at the years. He was a member of American Legion Post 97, Wood-Ridge, and had served as post commander.

He also was a member of the Townsmen Drum and Bugle Corps of Wood-Ridge. He is survived by his wife, the former Ida Schank; two daughters, Elizabeth Ann and Christine Louise, both at home; his son, Frank N. Jr. of Highland Lakes, and one grandchild. Services will be Friday at 10 a.m., in Don Bosco Prep, Ramsey.

A graduate of Grove City College, Pittsburgh, with a Theodore Heines TENAFLY Theodore Heines died Monday in Cape Cod Hospital, Hyannis, Mass. He was 67. Mr.

Heines, born in Lodi, was moving to Massacchusetts when he died. He worked for Public Service Electric Gas Co. for more than 35 years. A member of the West Side Presbyterian Church, Englewood, Mr. Heines sang with the church's choir.

Bandleader Meyer Davis, built an empire in music NEW YORK Society bandleader Meyer Davis, who conducted orchestras at seven presidential inaugural balls, died Monday at Age 81. Mr. Davis started his first five-piece ensemble after being turned down for a place as violinist with his high school orchestra. Eventually, he built an empire of 80 bands, employing 1,000 musicians, all personally selected by Mr.

Davis. Mr. Davis's bands played for debutante balls, White B.A. degree, she had once been employed by Dr. Margolis and Associates of Pittsburgh as a medical technologist.
